Job summary

Relief International in the Philippines seeks a qualified consultant to lead the participatory development of a three-year Provincial Youth Development Plan for Lanao del Sur. The assignment spans inception, stakeholder engagement, and drafting, with safeguarding at the core.

You will coordinate youth consultations across four municipalities, synthesize inputs with barangay and LYDO priorities, and deliver a draft PYDP for validation and endorsement to local governance bodies and BARMM

Qualifications

• Advanced degree in development planning or related field.
• Experience drafting local/provincial development plans and youth development plans.
• Strong facilitation skills for FGDs and multi-stakeholder workshops.
• Knowledge of BARMM context and Lanao del Sur is preferred.
• Excellent written and verbal communication in English.

Responsibilities

• Provide technical facilitation for participatory PYDP development.
• Coordinate consultations across four municipalities and engage youth organizations.
• Produce deliverables including inception report, draft PYDP, validation materials.
• Ensure safeguarding and ethical participation throughout engagements.
