Job summary

XLA is seeking a Senior Procurement Specialist with MCC experience to direct the procurement team for an Interim Procurement Agent contract supporting MCC. The Lead runs the full procurement cycle on behalf of the AE under MCC Program Procurement Policy and Guidelines (PPG) and Standard Bidding Documents (SBD).

Qualifications

• Direct MCC and/or MCA procurement experience is mandatory.
• Seven+ years of procurement experience.
• Experience developing and reviewing bidding documents, evaluation reports and contracts.
• Fluency in written and spoken English.

Responsibilities

• Prepare solicitation documents using MCC Standard Bidding Documents and templates; review for accuracy and PPG compliance.
• Help AE staff draft terms of reference and technical specifications.
• Organize pre-proposal and pre-bid conferences.
• Manage evaluation panels and prepare technical, financial and combined evaluation reports.
• Support negotiations, contract finalization, contract administration and amendments.
• Respond to bid challenges; maintain procurement files per MCC archiving procedures.
• Support In-Kind Grant procurements under the MCC Program Grant Guidelines.
