XLA seeks a Lead Procurement Specialist with MCC experience to direct the procurement team for an Interim Procurement Agent contract supporting a Millennium Challenge Corporation program. The Lead will oversee the full procurement cycle on behalf of the Accountable Entity under MCC policy and Bidding Documents, contingent on contract award.

Qualifications

• Direct MCC/MCA procurement experience is required.
• Fluency in written and spoken English.
• Proficiency with Microsoft Office tools.
• 10+ years of public or donor-funded procurement with 5+ years in lead roles.

Responsabilités

• Lead a team of Senior and Junior Procurement Specialists across goods, works, consulting and non-consulting services procurements.
• Plan and manage the Procurement and Grant Plan Package (PGPP) and related procurement notices.
• Adapt IPOM and IBCS within one month of effectiveness.
• Oversee solicitation documents, evaluation panels and contract finalization.
• Serve as primary liaison to AE, MCC COR, and MCC procurement staff with required approvals.
• Deliver AE staff training and market outreach events.
