XLA is seeking a Senior Procurement Specialist in the Philippines who will direct the procurement team for an Interim Procurement Agent (IPA) contract under MCC program guidelines. The Lead ensures end-to-end procurement activities on behalf of the AE, contingent on contract award and MCC policies.

The role requires direct MCC/MCA procurement experience, a degree or recognized certification, and at least seven years in procurement, with strong English, Office skills, and excellent communication.

• 7+ years of procurement experience.
• Experience drafting bidding documents, evaluation reports, and contracts.

• Proficient in Microsoft Office.
• Excellent interpersonal and communication skills.

XLA seeking a Senior Procurement Specialist with prior MCC experience to direct the procurement team for an Interim Procurement Agent (IPA) contract supporting a Millennium Challenge Corporation (MCC) compact. The Lead runs the full procurement cycle on behalf of the Accountable Entity (AE) under the MCC Program Procurement Policy and Guidelines (PPG) and Standard Bidding Documents (SBD). Contingent upon contract award.

Required Qualifications

• Direct MCC and/or MCA procurement experience — mandatory; applications without it will not be considered
• Bachelor's degree, or recognized procurement certification (NIGP-CPP, CPPO, MCIPS, CPSM, CPSD) in lieu at MCC's discretion
• 7+ years of procurement experience
• Demonstrated development and review of bidding documents, evaluation reports and contracts for goods, works and services
• Fluency in written and spoken English
• Proficiency in Microsoft Office
• Excellent interpersonal and communication skills

Preferred Qualifications

• Experience under more than one regulatory framework (e.g., U.S. Government and World Bank)
• Prior IPA or Procurement Agent work
• Experience in education, river/maritime transport, tourism or construction procurements
