XLA is seeking a Senior Procurement Specialist in the Philippines who will direct the procurement team for an Interim Procurement Agent (IPA) contract under MCC program guidelines. The Lead ensures end-to-end procurement activities on behalf of the AE, contingent on contract award and MCC policies.

The role requires direct MCC/MCA procurement experience, a degree or recognized certification, and at least seven years in procurement, with strong English, Office skills, and excellent communication.

Qualifications

• Must have MCC/MCA procurement experience.
• Bachelor's degree or recognized procurement certification (NIGP-CPP, CPPO, MCIPS, CPSM, CPSD).
• 7+ years of procurement experience.
• Experience drafting bidding documents, evaluation reports, and contracts.
• Strong written and spoken English.
• Proficient in Microsoft Office.
• Excellent interpersonal and communication skills.

Responsabilités

• Prepare solicitation documents using MCC Standard Bidding Documents and templates; review for accuracy and PPG compliance.
• Help AE staff draft terms of reference and technical specifications.
• Organize pre-proposal and pre-bid conferences.
• Manage evaluation panels and prepare technical, financial and combined evaluation reports.
• Support negotiations, contract finalization, contract administration and amendments.
• Respond to bid challenges; maintain procurement files per MCC archiving procedures.
• Support In-Kind Grant procurements under the MCC Program Grant Guidelines.
• Mentor Junior Procurement Specialists.
