Oxfam Pilipinas is seeking an experienced Head of HR and Administration to lead strategy, policy and practice across HR, administration and safeguarding in the Philippines. The role requires strategic leadership, budget management, and strong stakeholder engagement to advance gender justice and organizational effectiveness.

The successful candidate will oversee workforce planning, performance management, recruitment, rewards and staff development, while ensuring compliance with local laws,

Qualifications

• Bachelor-level degree in psychology, human resources, business administration or related field.
• 7+ years of experience in human resources and administration, with at least 3 years in a management role.
• Demonstrated experience in HR leadership, employee relations, change management and staff development.
• Strong knowledge of HR management theory and practice, including performance management and learning & development.
• Experience leading transformation in development or humanitarian contexts; budget management.
• High influencing skills and credibility across organizational levels; commitment to gender mainstreaming.
• Fluent in English and Filipino with willingness to travel.

Responsabilités

• Design, develop and implement a forward-looking HR strategy aligned with organizational goals.
• Provide leadership on HR policy, practice and strategy including talent management and workforce planning.
• Lead safeguarding work and ensure adherence to policies and procedures.
• Oversee performance management, objective-setting and staff development.
• Manage recruitment, rewards, payroll, and staff relations to ensure fair and compliant processes.
• Oversee administration, office management and health and safety in line with local laws.
