Job summary

Habitat for Humanity International in Manila, Philippines, seeks a Specialist to develop programming expanding housing market systems for low-income communities. The role involves working with market actors, government, homeowners, consultants and the regional team, with significant field time and travel to partners and research sites.

The candidate will drive portfolio management, MEAL, and partnership development, contributing technical input on housing value chains and market-based approaches

Qualifications

  • Bachelor’s Degree in Economics, Business, Finance, Engineering, Architecture or related field preferred.
  • Master’s Degree or MBA is a plus.
  • 5 Years Relevant Experience in business, social entrepreneurship, international development, housing, media, finance or similar field with progressively increasing responsibility.

Responsibilities

  • Supports the housing market systems work using a market systems development approach in the Philippines, identifying and soliciting initiatives from various market actors in the housing market systems, building relationships and supporting facilitation activities to expand accessible, durable housing solutions for low-income Filipinos.
  • Provides portfolio, program and project management on the delivery of housing market systems mapping, value chain and market research, and facilitation activities with private sector firms and other relevant entities. Develops and leads formative action-research.
  • Support monitoring, evaluation, accountability and learning (MEAL) for the portfolio.
  • Liaises with potential partners such as media entities, construction companies, materials suppliers, government agencies, and financial institutions, among others.
  • Provides technical inputs on various products and services in the housing markets. Assists in technical/commercial feasibility of various proposals, utilizing the business model canvas, to structure initiatives with housing market actors to address constraints in the housing market.
  • Provides thought leadership and drives learning on disaster resilience and housing market systems in the Philippines. Supports the development of a market systems program that addresses resilience.
  • Identifies and assesses safeguarding risks related to partnerships and activities and takes proactive mitigation measures to address those risks.
  • Assist and manage some of the research, strategy, and planning of the housing market systems program in the Philippines. This includes leading the portfolio’s communications, thought leadership, and sustainability strategies of the country.
  • Represents the work of the Lab in industry gatherings and conferences, as needed.

Opportunity Type: Regular

Summary: HFHI's strategy for housing market systems and housing finance in Asia Pacific (AP) calls for an expanded role in market approaches to housing improvement for low-income communities. The Specialist will develop programming that expands Habitat's work with housing market systems in the Philippines. The position entails working with market actors, government, low income home owners, external consultants and the regional and global TCIS team.

This position will be based in Manila, Philippines but with significant periods of time in the field and out of the office meeting with partners or conducting research. Candidate must be currently eligible to work in the Philippines without sponsorship.

Key Responsibilities
  • Supports the housing market systems work using a market systems development approach in the Philippines, identifying and soliciting initiatives from various market actors in the housing market systems, building relationships and supporting facilitation activities to expand accessible, durable housing solutions for low-income Filipinos. (20%)
  • Provides portfolio, program and project management on the delivery of housing market systems mapping, value chain and market research, and facilitation activities with private sector firms and other relevant entities. Develops and leads formative action-research. (10%)
  • Support monitoring, evaluation, accountability and learning (MEAL) for the portfolio. (10%)
  • Liaises with potential partners such as media entities, construction companies, materials suppliers, government agencies, and financial institutions, among others. This includes providing technical support on various products and services in the housing value chain, and co-developing business models as part of the partnership agreements with market actors. (10%)
  • Provides technical inputs on various products and services in the housing markets. Assists in technical/commercial feasibility of various proposals, utilizing the business model canvas, to structure initiatives with housing market actors to address constraints in the housing market. (10%)
  • Provides thought leadership and drives learning on disaster resilience and housing market systems in the Philippines. Supports the development of a market systems program that addresses resilience. (10%)

MINIMUM REQUIREMENTS

Bachelor’s Degree in Economics, Business, Finance, Engineering, Architecture or related field preferred.

Master’s Degree or MBA is a plus.

5 Years Relevant Experience in business, social entrepreneurship, international development, housing, media, finance or similar field with progressively increasing responsibility.

  • Communication and presentation skills in English (written and oral). Ability to converse in local Filipino dialects is an advantage.
Technical Competencies:
  • Experience in monitoring and evaluating projects preferred.
  • Experience with value chain programs and/or other market-based development approaches is a plus.
  • Exposure to construction and affordable housing is a plus.
  • Experience is green building construction, resilient construction or building certifications for climate and resilience adaptation is preferred.
  • Background and personal network in local or national Philippine affordable housing sector is preferred.
