Job summary

ChildFund Philippines Foundation, Inc seeks a Training Specialist to lead design and delivery of competency-based capacity strengthening supporting HPV vaccination initiatives. You will conduct learning needs assessments, design curricula, facilitate Training-of-Trainers sessions, and develop job aids for national and sub-national stakeholders in the Philippines.

  • Training Design & Curriculum Development: Conduct learning needs assessments; develop competency frameworks, curricula, facilitator guides, manuals, job aids, and implementation support tools.
  • Facilitation & Capacity Building: Lead Training-of-Trainers sessions and coaching activities, promote adult learning and participatory methods.
  • Quality Assurance & Alignment: Ensure training content aligns with policy guidance and program objectives; monitor impact and iteratively improve.
  • Safeguarding: Promote safeguarding practices and adhere to safeguarding policy and procedures.

About This Role

The Training Specialist leads the design and delivery of competency-based capacity strengthening interventions that support HPV vaccination implementation and sustainability. This position is responsible for conducting learning needs assessments, designing participatory training curricula, facilitating Training-of-Trainers (ToT) sessions, and developing job aids and implementation support tools for key national and sub-national stakeholders across priority areas in the Philippines.

Required Experience and Education
  • Advanced degree (Master’s or equivalent) in Education, Public Health, Organizational Development, Human Resource Development, or a related discipline.
  • Extensive professional experience in learning and development, training design, capacity building, and competency-based curriculum development.
  • Strong expertise in adult learning methodologies, participatory training techniques, and practical, implementation-focused learning approaches.
  • Demonstrated experience supporting public health or immunization programs (working with DOH, DepEd, DILG, LGUs, and UN agencies/UNICEF) is highly desirable.
  • Proven track record in integrating gender equality, disability inclusion, and child/adolescent-centered considerations into training frameworks.
Primary Responsibilities
  • Training Design & Curriculum Development: Conduct learning needs assessments; develop competency frameworks, training curricula, facilitator guides, participant manuals, job aids, reference materials, and implementation support tools.
  • Facilitation & Capacity Building: Lead training-of-trainers (ToT) sessions and coaching activities, promote adult learning and participatory methodologies, and support implementation-focused learning approaches for sub-national stakeholders.
  • Quality Assurance & Alignment: Ensure all training content strictly aligns with national policy guidance and program objectives; monitor the effectiveness of capacity-building interventions and recommend continuous improvements.
  • Safeguarding: Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.
