Job summary

Compassion Philippines invites applications for a Manager of Program Support to lead holistic child development programmes, strengthening collaboration, quality, accountability, and outcomes for children and youth in the Philippine context.

You will connect diverse program areas, work with churches, government, donors, and internal teams to translate global direction into effective local approaches, while developing people and ensuring responsible resource management.

Qualifications

  • Bachelor’s degree in a relevant field.
  • Experience leading and developing professional teams.
  • Experience managing multiple programs, projects, or technical areas.
  • Experience working with churches, community organizations, government, donors, or other strategic partners is an advantage.

Responsibilities

  • Provide high-level leadership and oversight of priorities from all sectoral neighbors in CIPH, ensuring strategic alignment of sustainable interventions, operational coherence, and integrated impact grounded in Christian values.
  • Lead and develop people in the team through coaching, empowerment, performance management, and continuous learning opportunities, and ensure seamless integration of initiatives across all sectors.
  • Ensure solid coordination among Partnership, Program Support and MERL stakeholders to promote ownership and accountability to deliver impactful results in the service of the organization’s missional call and advancement of God’s kingdom through the FCPs.
  • Strengthen holistic child development by bringing together expertise across areas such as early childhood, youth development, child protection, health and nutrition, livelihoods, disaster resilience, and other program interventions.
  • Drive quality and results through effective planning, project management, monitoring, quality assurance, and responsible management of resources and budgets.
  • Strengthen resource planning and delivery by guiding proposals, priorities, and resource allocation to support ministry strategies and ensuring high-quality, timely deliverables from program support teams.
  • Enable informed decision-making by ensuring proposals, reports, plans, and other key documentation are accurate, complete, and delivered to the right stakeholders on time.
  • Strengthen church and community partnerships by equipping teams and supporting local churches and community leaders in responding effectively to the needs of children and youth.
  • Champion innovation and learning by encouraging new ideas, sharing best practices, and strengthening program and partner capacity.
  • Lead through change by creating clarity around priorities and ownership, navigating competing demands, addressing challenges constructively, and helping teams adapt to evolving organizational needs.
  • Collaborate and facilitate programmatic dialogues among stakeholders in the National Office, Asia Region, global teams program design team, MERL, donors, government agencies, and other strategic partners.
  • Champion child protection and safeguarding by embedding prevention, risk assessment, evidence-informed decision-making, and appropriate response into programs and interventions, while supporting national child protection priorities and timely reporting of concerns.
  • Keep children at the center by advocating for their spiritual, emotional, physical, and social well-being and ensuring programs contribute to their holistic development.
  • Lead with integrity and purpose, demonstrating a Christ-centered approach in relationships, leadership, decision-making, and service.

This role brings together multiple areas of program expertise to strengthen collaboration, quality, accountability, and outcomes for children and youth. We are looking for a strategic, people-centered leader who can see the bigger picture while keeping things moving, someone who can develop people, build strong partnerships, navigate change, and turn strategy into action.

About the Role

The Manager of Program Support provides leadership and oversight to a team of program professionals supporting the design and implementation of holistic child development programs and interventions.

You will connect diverse program areas, strengthen quality and accountability, and help translate global and regional direction into effective approaches for the Philippine context. You will work closely with churches, internal teams, government, donors, and other partners to strengthen programs and create meaningful impact for children and families.

What You’ll Do
  • Strategic Oversight and Sectoral Leadership: Provide high-level leadership and comprehensive oversight of priorities from all sectoral neighbors in CIPH, ensuring strategic alignment of sustainable interventions, operational coherence, and integrated impact grounded in Christian values.
  • People Leadership and Organizational Culture: Lead and develop people in his / her team through intentional coaching, empowerment, performance management, and continuous learning opportunities, and ensure seamless integration of initiatives across all sectors.
  • Program Support, Partnership and MERL Collaboration: Ensure solid coordination among Partnership, Program Support and Monitoring Evaluation Research and Learning (MERL) stakeholders to promote ownership and accountability to deliver impactful results in the service of the organization’s missional call and advancement of God’s kingdom through the FCPs.

The program areas to be managed are: Child Protection and Safeguarding, Early Childhood / Childhood Programs, Youth Development Programs, Health and Nutrition, Food Security and Livelihood, Disaster Resilience and Grants Management.
  • Strong program and project management skills, with a track record of delivering quality results on time.
  • People leadership and development experience, including coaching, performance management, and team development.
  • High emotional intelligence — the ability to listen well, build trust, navigate different perspectives, manage difficult conversations, and lead people effectively through change.
  • Strong organizational and administrative skills, including attention to detail, follow-through, and resource management.
  • Quality assurance and continuous improvement experience.
  • Strong stakeholder and partnership management skills, particularly with churches, communities, government, donors, and internal teams.
  • Adaptability and sound judgment, especially when managing competing priorities and evolving organizational needs.
  • Experience in one or more areas of child development, early childhood, youth development, child protection, health and nutrition, livelihoods, grants, disaster resilience, or related fields.
  • A strong commitment to child protection, safeguarding, and the well-being of children and youth.
Education & Experience
  • Bachelor’s degree in a relevant field.
  • Relevant professional experience in program management, child development, community development, or a related field.
  • Experience leading and developing professional teams.
  • Experience managing multiple programs, projects, or technical areas.
  • Experience working with churches, community organizations, government, donors, or other strategic partners is an advantage.
