About This Role

The position is responsible for coordination of office HR activities, including recruitment, compensation and benefits, employee relations, learning and development, performance management, and employee data management, while implementing local HR policies. The role also provides administrative support and ensures compliance with organizational policies, safeguarding standards, and partner requirements.

Required Experience and Education
  • 3–5 years of experience in office administration and/or human resources, preferably in a multicultural environment.
  • Bachelor's degree in Management, Human Resources, or another relevant field.
  • Demonstrated experience in an administrative support role.
  • Good understanding of office administration practices and contract negotiation.
  • Proficiency in relevant computer applications, including spreadsheets, databases, accounting/financial systems, project management tools, and presentation software.
  • Strong planning, organizational, and problem-solving skills.
  • Ability to prioritize and manage multiple tasks effectively, work under pressure, and meet deadlines.
  • High level of confidentiality, flexibility, and adaptability to changing environments and requirements.
  • Strong interpersonal and cross-cultural skills, with the ability to build collaborative relationships internally and externally while demonstrating sensitivity to cultural, ethnic, social, and political considerations.

Excellent written and verbal communication skills in English and Filipino.

  • Knowledge of local languages in BARMM is an advantage.
Primary Responsibilities
1. HR Support & Employee Services
  • Support HR activities, including employee engagement, onboarding, and offboarding.
  • Maintain accurate personnel files, HR records, and databases.
  • Support employee grievance, disciplinary, performance management, and other HR programs.
  • Administer employee benefits and support staff communication and coordination with benefit providers.
  • Support compliance with organizational HR policies and local labor regulations.
2. Recruitment & HR Compliance
  • Support in-country recruitment activities and coordination with hiring managers.
  • Conduct required vetting and screening for employees, consultants, and other service providers.
  • Support administration of work permits, visas, and other employment-related requirements.
  • Prepare supporting documents for staff and service-related payments.
  • Monitor staff compliance with organizational requirements, including timesheets and other HR processes.
3. Office Administration, Assets & Procurement
  • Support management of office facilities, fleet, equipment, and other organizational assets.
  • Coordinate office maintenance, asset movement, insurance, and disposal in line with organizational procedures.
  • Support procurement, inventory, warehousing, and distribution of office and project supplies.
  • Maintain accurate records of assets, inventory, official documents, and office correspondence.
  • Support compliance with organizational administrative and procurement procedures.
4. Logistics, Travel & Coordination
  • Coordinate staff travel, including travel requests, approvals, accommodation, and related arrangements.
  • Support logistics for meetings, trainings, visitors, and organizational events.
  • Coordinate contracts, vendors, equipment, communications, and expense administration for events and activities.
  • Support government liaison and related meetings, documentation, and filings when required.
  • Ensure staff travel and logistical arrangements comply with organizational policies and protocols.
5. Records, Safety & Safeguarding
  • Implement and maintain office records management and document retention procedures.
  • Support staff in following organizational safety and security guidelines.
  • Assist with country office risk management and related administrative requirements.
  • Promote and comply with ChildFund's child safeguarding policies and procedures.
  • Perform other duties as assigned by the supervisor.
