Job summary

ChildFund Philippines Inc. is seeking a Team Leader (Manager II) to serve as the senior field implementation lead for the HPV Vaccination Expansion Project within Visayas & Mindanao.

The role supervises Subnational Project Officers and SBC Officers, ensures project activities align with UNICEF, DOH, DepEd, and ChildFund Philippines standards, and delivers timely outputs across priority LGUs. The position is Hybrid and grant-funded for 7 months.

Qualifications

  • Minimum seven (7) years of progressively responsible experience in public health, immunization, health systems strengthening, community development, education, or related programs.
  • At least three (3) years of experience supervising multi-disciplinary teams.
  • Demonstrated experience managing large-scale field implementation projects across multiple geographic locations.
  • Proven experience working with Local Government Units and government agencies.
  • Experience working with DOH, DepEd, UNICEF, WHO, UN agencies, or international NGOs is highly desirable.
  • Experience supporting immunization, adolescent health, school-based health, SBC, RCCE, or health promotion programs is strongly preferred.

About This Role

The Team Leader serves as the senior field implementation lead for the HPV Vaccination Expansion Project within the assigned island group. The post holder is responsible for overall coordination, supervision, quality assurance, stakeholder engagement, implementation monitoring, and timely delivery of project outputs across priority LGU.

The Team Leader provides direct supervision and technical guidance to Subnational Project Officers and SBC Officers and ensures that all project activities are implemented in accordance with UNICEF, Department of Health (DOH), Department of Education (DepEd), and ChildFund Philippines standards.

Required Experience and Education
  • Minimum seven (7) years of progressively responsible experience in public health, immunization, health systems strengthening, community development, education, or related programs.

Primary Responsibilities
  • Example: Execute security risk-related trainings.
  • Example: Complete risk assessments for new project or emergency response locations.
  • Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.
Required Competencies
1. Project Leadership & Implementation
  • Lead project implementation across the assigned island group.
  • Develop operational plans and implementation schedules.
  • Coordinate activities across assigned provinces, cities, and municipalities.
  • Ensure activities meet project objectives, timelines, and targets.
  • Identify implementation challenges and support solutions.
2. Team Management & Capacity Building
  • Supervise Subnational Project Officers (SPOs) and SBC Officers.
  • Provide coaching, mentoring, and performance support.
  • Conduct regular team meetings and monitor staff performance.
  • Coordinate orientations, training, and microplanning activities.
  • Support LGUs and field teams in strengthening their capacity.
3. Stakeholder Engagement & Technical Support
  • Build strong relationships with LGUs, health and education offices, CSOs, and community stakeholders.
  • Represent ChildFund Philippines in coordination meetings.
  • Provide technical assistance to LGUs and field teams.
  • Support HPV vaccination, SBC, RCCE, IPCI, and demand generation activities.
  • Address implementation bottlenecks and support effective coordination.
4. Monitoring, Reporting & Quality Assurance
  • Monitor project progress, targets, and field activities.
  • Oversee Rapid Baseline Assessments and ensure data quality.
  • Review and consolidate reports and project deliverables.
  • Support development of progress reports, case studies, and lessons learned.
  • Ensure compliance with UNICEF, DOH, DepEd, ChildFund, and data privacy requirements.
5. Risk Management & Safeguarding
  • Identify and manage risks that may affect project implementation.
  • Develop mitigation and contingency measures.
  • Escalate significant issues to the Deputy Project Manager.
  • Ensure adherence to ChildFund safeguarding, ethical, and accountability standards.
  • Promote and maintain strong child safeguarding practices.
Other Required Competencies
  • Strong understanding of public health and immunization systems in the Philippines.
  • Knowledge of HPV vaccination programs and demand generation approaches.
  • Experience in stakeholder engagement and partnership development.
  • Understanding of monitoring and evaluation systems.
  • Experience in workshop facilitation and capacity building.
  • Familiarity with behavioral and social change approaches.
  • Strong project planning and implementation skills.
Travel Requirements

The position requires frequent travel within the assigned island group, including visits to provinces, cities, municipalities, schools, health facilities, and communities. The Team Leader must be willing and able to travel extensively and work in geographically dispersed locations throughout the project duration.
