We are seeking an experienced Social Development Specialist to support the social safeguards and community-related aspects of Power, ICT, and Telecommunications projects. The successful candidate will be responsible for assessing and managing social risks, supporting stakeholder engagement, and ensuring appropriate measures are implemented to promote a safe, inclusive, and respectful project environment.
Experience as a SEA/SH (Sexual Exploitation, Abuse, and Sexual Harassment) Expert in similar projects is required. Experience with donor-funded projects is highly preferred.
Lead and support the implementation of social safeguard requirements for Power, ICT, and Telecommunications projects.
Identify, assess, and monitor social risks and impacts associated with project activities.
Develop and implement measures addressing Sexual Exploitation, Abuse, and Sexual Harassment (SEA/SH) risks.
Support the development and implementation of SEA/SH prevention, mitigation, and response mechanisms.
Conduct social assessments, site visits, consultations, and monitoring activities.
Support stakeholder engagement and community consultation activities.
Coordinate with project teams, contractors, local communities, government agencies, and other stakeholders.
Assist in implementing grievance redress mechanisms and ensure concerns are appropriately documented and addressed.
Prepare social safeguard reports, assessments, monitoring reports, and other project documentation.
Conduct awareness sessions and training on SEA/SH prevention, social safeguards, and related project requirements.
Monitor compliance with social safeguard plans, policies, and applicable regulations.
Identify gaps and recommend corrective and preventive actions.
Maintain confidential and accurate documentation related to social risks, complaints, and SEA/SH concerns.
Support project audits, assessments, and reporting requirements of clients and funding institutions.
Bachelor's Degree in Social Science or a related field.
At least 7 years of general professional experience in the Power, ICT, or Telecommunications sector.
At least 5 years of experience as an SEA/SH Expert in similar projects.
Strong knowledge of SEA/SH prevention, mitigation, and response principles.
Experience in stakeholder engagement, community consultation, and social risk management.
Excellent communication, coordination, documentation, and interpersonal skills.
Ability to work effectively with multidisciplinary teams and diverse stakeholders.
Experience with donor-funded projects is an advantage.
Experience in donor-funded infrastructure or development projects.
Experience working with international development institutions or funding agencies.
Familiarity with international social safeguard standards and frameworks.
Experience in Power, ICT, Telecommunications, or other large-scale infrastructure projects.
Training or certification related to SEA/SH, gender-based violence (GBV), social safeguards, or community development is an advantage.
