As the Public Relation Officer, you will be responsible for the following job duties:

  • PR representatives will manage Public Relations activities, build, and develop external relationships for coordination and resolve PR issues.
  • To provide presentation materials/equipment and the required personnel to exhibit the project information, benefits, and status.
  • Obtain all the required access permits and environmental permits relating to congestion, vibration, ground movement, noise, and air.
  • Schedule visits to stakeholders during the project execution for at least three (3) months with the instruction of the Engineer and conduct meetings, clarifying, gaining support, and understanding the importance and benefits of the project.
  • Submit the updated PR plan and summary of PR events conducted during the project construction.
  • Public Relations Team will establish and make use of a wide range of means of communication for disseminating information regarding the project to all stakeholder such as Facebook, Instagram, On-site Notices, 24 Hour Hotline with the guidance of the Engineer.
  • Establish proper communication with the public through an effective two-way communication system (such as Viber, mobile phone, messenger, and Facebook) to be able to address queries, comments, and complaints. Public concerns must handle properly, to ease concerns and gain support from the public stakeholder for the benefit of the project.
  • Coordinate public relations matters and exercises with the Engineer and keep the Engineer informed at all times of relevant issues.
  • Engage and liaise with relevant local Government departments, other authorities, and key stakeholders to develop and coordinate public relations exercises.
  • Establish a sense of partnership among the Government and stakeholder groups in the implementation of the Project.
  • Promote the SCRP-LGEJV-S07 to the public and the parties concerned with a positive message and explain the benefits which will be realized by the development of SCRP-LGEJV-S07.
  • Gain support and minimize objections from the community and concerned parties.
  • Ensure adequate transparency of SCRP-LGEJV-S07 to the public and the key stakeholders.
  • Implement a robust process for receiving, addressing, and tracking comments, criticism, and complaints from all parties during the construction.
  • Resolve public relations issues arising during construction and elevate the major issue to the employer via the Engineer, as required.
  • Prevent and/or mitigate any nuisance or concern to the public due to the construction activities at the possible time.
  • Attend and answer queries for the purpose of public consultation including but not limited to LGUs, PNR, Emergency Services, Stakeholders, Employer, related competent agencies, Non-Governmental Organizations (NGOs), or individual members of the public, local authorities, and people in the affected areas, during and outside normal office hours.
  • Prepare and supply all necessary documents, consultation papers, presentations, and display materials for public consultations every month to keep the public updated about SCRP-LGEJV-S07.

GRM / GESI Focal

  • Grievance management, investigation of complaints across all communication platforms that may have occurred within the Project in a timely manner.
  • Log-in all cases to the Project database.
  • Provides resolution to victim-survivors and reports status to DOTr for proper documentation and monitoring.
  • Provides immediate assistance/response to the victim.
  • Provide definitions relevant to GESI and an analytical lens to examine and address gender inequality, social exclusion, and vulnerability throughout SARD operations.
  • Provide guides, tools, and operating principles for integrating GESI, including women’s empowerment, in different phases of SARD operations, spanning preparation of the country partnership strategy; project conceptualization, design, implementation, evaluation, and documentation; and completion.
  • This contributes to the acceleration of women’s empowerment, gender equality, and social inclusion in South Asia.
  • Increased number of ADB-financed programs and projects with GESI features that are evidence based and address gender inequality, exclusion, vulnerability, and intersectional issues through GESI action plans and other relevant initiatives. This outcome may imply an increase in SARD investment for removing the structural barriers to GESI in the DMCs and specific sectors in South Asia.
  • Improve involvement and collaboration (partnership) of SARD sector divisions, safeguards team, resident missions, and other relevant units in integrating GESI in operations and achieving GESI results.
  • Increased number of ADB-financed programs and projects that report successful GESI results at completion.
  • Another related task maybe assigned.
