Qualifications

• Experience in environmental compliance or related field of practice.
• Having a valid PRC license as a Chemical Engineer / Electrical Engineer is an advantage.

JOB SUMMARY

The SEPCU Officer (Safety Environment and Pollution Control Compliance Unit) is responsible for providing technical expertise in safety, environmental compliance, and pollution control. This role focuses on risk assessments, incident investigations, regulatory compliance monitoring, and specialized safety programs. The Specialist ensures that safety protocols are followed, supports environmental sustainability initiatives, and assists in emergency preparedness efforts.

JOB RESPONSIBILITIES

Occupational, Safety, Health and Environmental (OSHE) Management

• Implement and oversee occupational health, safety, and environmental (OHSE) programs for employees, guests and contractors.
• Enforce and ensure compliance with safety and environmental policies and standards.
• Plan event initiatives for National and International OSHE celebrations,including Earth Day, Fire Prevention Month, Disaster Resilience Month, etc.
• Monitor compliance with work/hot work permit systems, ensuring contractors, specialty contractors, and suppliers adhere to safety protocols.

Inspection, Compliance and Reporting

• Conduct regular safety inspections, maintenance of fire and life safety equipment and monitoring of critical areas inside the premises and report to the Assistant Director / Manager / Assistant Manager any observation noted for proper disposition.
• Assist in the monitoring of solid and hazardous waste disposal, ensuring compliance with DENR regulations.
• Document and report all incidents occurring during the tour of duty hours for reference and resolution.
• Prepare and submit the SEPCU Daily Operations Report and Weekly Accomplishment Report on the agreed time to Assistant Director/ Manager.

Emergency Response and Preparedness

• Lead and direct SEPCU Associates in responding to emergency situations to ensure a prompt and organized response that minimizes risk and harm.
• Participate in the planning and execution of mandatory emergency drills, including fire drills, earthquake drills, and emergency response exercises.
• Operates the PA System during emergencies to facilitate timely communication or announcement, ensuring the safety of all personnel and guests.
• Ensure coordination with other security units and departments to avoid miscommunication during emergencies.

Education, Training and Development

• Conduct Occupational Safety, Health and Environment (OSHE) training sessions for employees, contractors, and partners.
• Assist in the development and implementation of training materials to instill a culture of safety and environmental responsibility.
• Interdepartmental Coordination and Administrative Support
• Maintain effective communication and collaboration with other security units and departments to ensure smooth operations.
• Assist the Assistant Director/Manager/Assistant Manager in administrative and operational matters.

People Management

• Performance Management: Manage and drive high performance among direct reports, and help them achieve their performance goals . This also includes conducting performance evaluations.
• Coaching and Mentoring: Provides guidance to direct reports in performing their areas of responsibility, and supports their growth and development.
• Employee Engagement: Implement initiatives and provide a work environment that will promote employee engagement and high commitment to the company.

QUALIFICATIONS

• Must be a College Graduate (engineering field is an advantage), or attained a College level with at least 72 units earned.
• At least three (3) years experience in occupational safety, health or environment or related field of practice.
• At least three (3) years experience in environmental compliance or related field of practice.
• Having a Valid PRC License as a Chemical Engineer / Electrical Engineer is an advantage.
