Qualifications

  • Bachelor’s degree in Development Studies or related field.
  • 3–5 years in program or project management, ideally in infrastructure or education initiatives, with CSR/development/foundation experience.
  • Proven ability to manage special projects end-to-end: planning, execution, monitoring, reporting.
  • Strong stakeholder coordination with government agencies, NGOs, contractors, and internal teams.
  • Willing to be assigned to a hybrid work set-up in Ortigas, Pasig City (2 days on-site, 3 days work-from-home).

Job Description:

The Jollibee Group Foundations Senior Program Officer for Partnerships, Programs and Innovation Special Project serve as the primary focal person for the implementation of infrastructure-related initiatives and other special projects of the Foundation. Under the direction of the Senior Program Manager and Program Director, the role oversees day-to-day project execution, coordinates stakeholders, monitors timelines, budgets, and deliverables, and ensures timely compliance with approved standards and organizational requirements. The position works closely with implementing partners, contractors, suppliers, government agencies, and internal teams to address implementation challenges, maintain project quality, and support the timely achievement of project objectives.

The Senior Program Officer is responsible in the delivery of the following:

  1. Infrastructure Project Management
    • Lead the planning, coordination, implementation, and monitoring of Foundation infrastructure and construction projects.
    • Serve as the primary focal person for contractors, suppliers, schools, LGUs, and relevant JFC/JGF units regarding project implementation requirements and deliverables.
    • Oversee project progress against approved work plans, budgets, timelines, and technical specifications, and recommend corrective actions to address implementation issues and risks.
    • Conduct site visits and project reviews to assess construction quality, implementation progress, compliance with approved standards, and readiness for project turnover.
    • Prepare project monitoring reports and ensure complete and accurate maintenance of project records, permits, turnover documents, completion reports, and lessons learned.
  2. Partnership Management and Development
    • Lead the management and strengthening of relationships with assigned institutional partners.
    • Provide technical assistance for partner effectiveness.
    • Serve as the primary focal person for institutional partner engagement and coordination.
    • Lead due diligence assessments and partner validation activities, including organizational, legal, financial, and operational reviews.
    • Identify capacity gaps, compliance concerns, and partnership risks, and support partners in implementing improvement plans while documenting progress and outcomes.
  3. Grants, Partnerships, and Resource Management
    • Monitor grant utilization, project budgets, fund disbursements, and resource allocation against approved plans.
    • Conduct preliminary assessment and review of project proposals, concept notes, and supporting documents.
    • Monitor compliance with grant agreements, donor requirements, and internal policies.
    • Coordinate with Finance and support units on fund releases, liquidation monitoring, and financial reporting requirements.
    • Prepare and maintain grant utilization reports, compliance documentation, proposal assessments, and other records required for management review and accountability.
  4. Program and Special Project Management
    • Lead the implementation and continuous improvement of project management systems, tools, and processes.
    • Serve as the primary focal person for assigned special projects and cross-functional initiatives.
    • Coordinate internal teams and stakeholders to ensure alignment of project plans, resources, timelines, and deliverables.
    • Monitor project implementation, identify risks and bottlenecks, and coordinate timely resolution of implementation challenges.
    • Prepare project updates, dashboards, briefing materials, and recommendations to support management review, decision-making, and continuous improvement.
JOB QUALIFICATIONS:
  • Bachelor's degree in Development Studies or a related field.
  • At least 3-5 years of experience in program or project management, ideally in infrastructure or education-related initiatives, with experience in CSR, development work, and/or foundation work.
  • Proven ability to manage special projects end-to-end, including planning, execution, monitoring, and reporting.
  • Strong stakeholder coordination skills, with the ability to work effectively with government agencies, NGOs, contractors, and internal teams.
  • Willing to be assigned to a hybrid work set-up in Ortigas, Pasig City (2 days on-site and 3 days work-from-home).
