Job summary

The Senior Permitting Officer at Meralco PowerGen (MGEN) will lead all permitting activities for the Terra Solar Project, ensuring compliance with national, regional, and local requirements. The role is based on-site in Gapan, Nueva Ecija and requires coordination with LGUs and regulatory bodies.

This position focuses on timely approvals, robust compliance, and proactive documentation to support project development and execution. Travel to nearby government offices may be required.

Responsibilities

• Lead permitting strategy and end-to-end execution for LGU and environmental permits.
• Coordinate with LGUs (Barangay, Municipal, Provincial) and regulatory agencies.
• Oversee ECC/CNC applications and DENR/EMB compliance.
• Coordinate environmental impact studies (EIA/EIS) and documentation submission.
• Maintain accurate permit records and monitor permit conditions.

Education

Bachelor’s degree in Environmental Science / Engineering / Urban Planning / Public Administration

Master’s degree advantageous

Job description

The Senior Permiting Officer will lead and manage all permitting activities for the Terra Solar Project, ensuring full compliance with national, regional, and local regulatory requirements. The role covers both Local Government Unit (LGU) permitting and environmental permitting, including coordination with government agencies, regulatory bodies, and internal project teams.

This position plays a critical role in securing timely approvals and maintaining compliance throughout project development and execution.

Key Responsibilities

• Permitting Strategy & Execution


• Develop and implement a comprehensive permitting strategy aligned with project timelines.


• Lead the end‑to‑end processing of all required permits, licenses, and clearances.


• Monitor and track permit applications, approvals, and conditions for compliance.


• LGU Permitting Management


• Manage permitting requirements with LGUs (Barangay, Municipal, and Provincial levels).


• Secure key permits such as:




• Locational Clearance


• Building Permit


• Business Permits


• Barangay Clearances




• Build and maintain strong working relationships with LGU officials and stakeholders.


• Represent the company in local meetings, consultations, and hearings.


• Environmental Permitting


• Oversee environmental compliance and permitting, including:




• Environmental Compliance Certificate (ECC) or CNC applications


• Compliance with DENR and EMB requirements




• Coordinate environmental studies (EIA/EIS) and ensure timely submission of documentation.


• Monitor compliance with environmental regulations and permit conditions.


• Stakeholder Coordination


• Serve as the primary liaison with regulatory agencies such as DENR, EMB, HLURB/DHSUD, and LGUs.


• Coordinate internally with engineering, legal, and project management teams.


• Support community engagement initiatives related to permitting.


• Compliance & Documentation


• Maintain accurate records of all permits, correspondence, and approvals.


• Ensure adherence to regulatory conditions and submission of compliance reports.


• Conduct risk assessments related to permitting delays or issues.


• Issue Resolution


• Identify permitting risks early and develop mitigation strategies.


• Address and resolve issues or delays with government agencies proactively.

Education

• Bachelor’s degree in Environmental Science, Engineering, Urban Planning, Public Administration, or related field


• Master’s degree is an advantage

Experience

• Minimum 5–8 years of relevant experience in permitting, preferably in renewable energy, infrastructure, or large‑scale construction projects


• Strong experience in both:




• LGU permitting processes in the Philippines


• Environmental permitting (DENR/ECC processes)

Skills & Competencies

• In‑depth knowledge of Philippine regulatory frameworks and permitting processes
