Job summary

Asian Development Bank is seeking a Senior Infrastructure Specialist based in Manila, Philippines, to oversee APG financing and upstream project development within the ASEAN Power Grid framework. You will coordinate with regional partners, engage financing institutions, and manage sovereign and nonsovereign transactions.

You will contribute to regional fund initiatives, provide leadership to junior staff, and ensure alignment with ADB’s development objectives and risk management standards.

Qualifications

• Master's degree or equivalent in Finance, Economics, Energy, Infrastructure, or related field.
• At least 10 years of relevant professional experience in infrastructure finance, project finance, or investment mobilization in energy or power sectors; international exposure.
• Experience working with commercial banks, investors, or sponsors on infrastructure/energy transactions.
• Strong familiarity with blended finance, risk mitigation instruments, and development finance approaches.
• Experience with multilateral development banks or international financial institutions; exposure to ASEAN or cross-border infrastructure projects.
• Ability to quickly grasp knowledge of ADB operations, products, and private sector development processes.
• Written and verbal proficiency in English.

Responsibilities

• Lead the implementation of the Regional Connectivity Fund for Energy in Southeast Asia (RCF) with governance, work planning, resource allocation, monitoring, reporting, and partner engagement.
• Assess activities against eligibility, readiness, additionality, development impact, and financing criteria; manage applications, allocations, procurement, outputs, disbursements, and results.
• Manage APG-related technical assistance facilities including planning, design, consultant mobilization, implementation oversight, QA, and results monitoring.
• Prepare portfolio updates, implementation reports, financing partner reports, results summaries, and management briefings.
• Support financing partner visibility, communications, knowledge exchange, and learning while ensuring compliance with ADB requirements.
• Coordinate APGF strategies, workplans, governance documents, and partnerships; represent ADB in APGF Working Group meetings.
• Contribute to APG-related knowledge products and participate in regional fora and partner meetings.
• Mentor junior staff and consultants in APG financing and partnerships activities.
• Provide inputs to APGU planning, reporting, and management briefings.
