Job summary

Private Advertiser is seeking an experienced HSE Manager to oversee the Project HSE Management System, lead the HSE team, and ensure compliance with Philippine OSH standards and DOLE regulations.

You will monitor safety across construction activities, conduct audits, investigations, emergency planning, and coordinate with contractors, government authorities, and PMT to promote a zero-incident culture.

Qualifications

• Bachelor’s degree in engineering (construction-related).
• Minimum 15 years HSE experience in construction/infrastructure.
• At least 5 years in a managerial or senior HSE role.
• At least 5 years in railway projects.
• DOLE-accredited safety qualifications/certifications.
• BOSH/COSH and related HSE certifications preferred.
• Strong knowledge of Philippine OSH Standards and DOLE regulations.
• Experience in HSE management systems, risk assessment, incident investigations.
• Proven ability to lead HSE teams and manage contractors.

Responsibilities

• Assist the HSE Manager in implementing the Project HSE Management System.
• Lead and guide the HSE team and safety personnel.
• Ensure compliance with DOLE OSH Standards and project requirements.
• Monitor HSE compliance of construction activities and contractors.
• Conduct inspections, audits, risk assessments, and safety meetings.
• Lead investigations including root-cause analysis and corrective actions.
• Ensure emergency preparedness and response.
• Monitor HSE performance and recommend improvements.
• Coordinate with PMT, engineers, contractors, and authorities on HSE matters.
• Prepare and review HSE reports and compliance documentation.
• Promote a strong safety culture across the project.
• Provide management with technical safety risk advice.
