Private Advertiser is seeking an experienced HSE Manager to oversee the Project HSE Management System, lead the HSE team, and ensure compliance with Philippine OSH standards and DOLE regulations.
You will monitor safety across construction activities, conduct audits, investigations, emergency planning, and coordinate with contractors, government authorities, and PMT to promote a zero-incident culture.
RESPONSIBILITIES
Assist the HSE Manager in the overall implementation and management of the Project HSE Management System.
Lead and provide technical guidance to the HSE team and safety personnel.
Ensure compliance with DOLE OSH Standards, applicable laws, project requirements, and LGEJV HSE policies.
Monitor HSE compliance of construction activities, contractors, and subcontractors.
Conduct and oversee HSE inspections, audits, risk assessments, and safety meetings.
Lead/support accident and incident investigations, including root-cause analysis and corrective actions.
Ensure effective emergency preparedness and response.
Monitor HSE performance and recommend preventive and corrective measures.
Coordinate with the PMT, Engineer, contractors, subcontractors, consultants, and government authorities on HSE matters.
Prepare and review HSE reports, statistics, and compliance documentation.
Promote a strong safety culture and zero-incident mindset across the project.
Provide management with technical advice on HSE risks, compliance, and mitigation measures.
QUALIFICATIONS
Bachelor’s Degree in Engineering (construction-related course).
Minimum 15 years of relevant HSE experience in construction, infrastructure, engineering, or transportation projects.
At least 5 years in a managerial or senior HSE position.
At least 5 years of HSE experience in railway projects.
Must possess valid DOLE-accredited safety qualifications/accreditations applicable to the position.
Preferably with BOSH/COSH and other relevant HSE certifications.
Strong knowledge of Philippine OSH Standards, DOLE regulations, construction safety, environmental requirements, and railway HSE standards.
Proven experience in HSE Management Systems, risk assessment, incident investigation, safety audits, emergency response, and compliance monitorin.
Demonstrated ability to lead HSE teams and manage contractor/subcontractor HSE compliance.
Strong leadership, communication, coordination, and decision-making skills.
