Job summary

ACCIONA Construction is seeking a qualified HSE Manager for the South Commuter Railway Project in Metro Manila. The role oversees the HSE management system, ensures regulatory compliance, and collaborates with the client to maintain high safety standards across all project activities.

The position requires extensive construction experience with a focus on health, safety and environment, and a proven track record in leading teams and developing IMS documentation.

Qualifications

• Minimum 12 years construction experience, including 5 years in railway projects.
• 5+ years in a managerial role.
• Experience in Health, Safety and Environment roles on major facility construction projects.
• Ability to develop IMS plans, procedures, manuals and SOPs.

Responsibilities

• Oversee and implement an effective HSE Management system across the project.
• Ensure HSE system is communicated, maintained and compliant with client and regulatory requirements.
• Collaborate with client on HSE matters and foster positive relationships with project personnel.
• Supervise HSE staff and monitor performance.
• Support Environmental Plans and Worksite Management Plan development and implementation.
• Develop and implement Health, Safety and Environment systems in construction.
• Maintain HSE documentation and control systems.
• Provide training and tools to enable HSE compliance.
• Conduct project staff training sessions and monitor customer satisfaction.
