Job summary

Dexis is seeking a Senior Health Systems Advisor to provide strategic and technical assistance to the Department of Health (DOH) for the One Hospital Command regional referral system, connecting primary care with diagnostic, hospital, and specialty services.

You will work with DOH leads, CHDs, LGUs, PhilHealth, and private providers to design operating models, financing pathways, and pilot implementations, strengthening patient navigation and referral processes for TB and other priorities.

Qualifications

• Graduate degree in public health, health systems, or a related field is required.
• Minimum seven years of progressively responsible experience in health systems or service delivery.
• Experience designing or strengthening patient referral networks and coordination across agencies.

Responsibilities

• Assess referral pathways and gaps across proposed pilot regions.
• Develop regional care and referral models with defined roles and escalation rules.
• Create regional network maps, service directories, and SOPs.
• Identify financing pathways and partnerships with PhilHealth and LGUs.
• Monitor pilot implementation and plan phased expansion.
