Dexis, a dynamic professional services firm, is seeking a Senior Health Systems Advisor to support the Department of Health in developing a regional patient navigation and referral system called One Hospital Command. The role involves embedding technical advice, shaping operating models, and coordinating with national and local partners to strengthen TB referrals and continuum of care.

Qualifications

• Graduate degree or equivalent advanced training in public health, health systems, or related field.
• At least seven years of progressively responsible professional experience in health systems or health service delivery.
• Experience designing or strengthening patient referral networks and health financing.
• Ability to coordinate multi-institutional projects with government and private providers.

Responsibilities

• Support development and implementation of One Hospital Command regional referral and patient navigation system.
• Develop regional care and referral models including roles, pathways, escalation, and back-referral rules.
• Prepare regional network maps, service directories, and standard operating procedures.
• Assess financing pathways, PhilHealth benefits, and private/public financing arrangements.
• Identify opportunities for command center options (in-house, outsourced, hybrid) and pilot expansion.
