Job summary

Asian Development Bank (ADB) in Manila, Philippines, is seeking a Senior Financial Control Officer to oversee withdrawal processing for sovereign loans and grants and ensure compliance with ADB disbursement rules. The role includes managing fiduciary controls, IT system enhancements, and coordinating with RM staff and external partners.

The ideal candidate has a CPA, a bachelor’s in accounting/finance, 8+ years in disbursement or related work, and strong English communication.

Qualifications

• Bachelor’s degree in accounting, business administration, or finance; a CPA; preferably with Master's degree or equivalent.
• At least 8 years of experience in disbursement, project administration, or related work in accounting or auditing in financial institutions, with at least 4 years supervisory experience.
• In-depth knowledge of administrative and disbursement policies.
• Working knowledge of international banking transactions relating to letters of credit transactions.
• Proficiency in ADB standard and similar software programs used by multilateral development banks.
• Written and verbal proficiency in English.

Responsibilities

• Oversee the processing of withdrawal applications for sovereign loans and grants, ensuring eligibility and compliance with contract terms and guidelines.
• Ensure disbursement operations comply with policies, including eligibility, percentages, cost categories, and loan account closure.
• Provide expert views on disbursement policies and revisions, and share knowledge with staff and stakeholders.
• Participate in IT systems enhancements; define requirements and conduct UAT to ensure reliable processes.
• Act as officer-in-charge for RM Disbursement Unit National Staff when requested; guide Executing Agencies and RM staff on procedures.
• Review disbursement delegation, conduct seminars, and review project documents on disbursement issues.
• Support external auditors and manage client relations; supervise team and provide guidance.
• Perform other tasks as assigned in annual workplan.
