Job summary

Asian Development Bank (ADB) is seeking a Senior Financial Control Officer to supervise and coordinate disbursement operations for sovereign loans and grants, ensuring compliance with policies and guidelines. The role entails overseeing withdrawal processing, systems improvements, and guidance to Executing Agencies and RM staff, reporting to International Staff.

You will lead the team, manage relationships with borrowers, co-financiers, and auditors, and contribute to process enhancements.

Qualifications

• Bachelor's degree in accounting, business administration, or finance; CPA; preferably with Master's degree or equivalent.
• At least 8 years of experience in disbursement, project administration, or related work in financial institutions, with at least 4 years supervisory experience.
• In-depth knowledge of administrative and disbursement policies.
• Working knowledge of international banking transactions relating to letters of credit transactions.
• Proficiency in ADB standard and similar software programs used by multilateral development banks.
• Written and verbal proficiency in English.

Organizational Setting and Reporting Relationship

The position of Senior Financial Control Officer is assigned to the Loan and Grant Disbursement Section (CTLA-LGD) of the Loan Administration Division (CTLA) within the Controller's Department (CTL). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and supervise junior team members.

Your Role

As a Senior Financial Control Officer, you will supervise and coordinate (i) ADB's disbursement operations for Sovereign Loans and Grants to comply with ADB's disbursement policies and guidelines; (ii) related fiduciary and internal financial control; (iii) withdrawal applications processing; (iv) systems enhancements and maintenance; and (v) reporting and administrative activities in a specialized work area within ADB.

You will:

Oversee the processing of withdrawal applications for ADB's sovereign loans and grants, which are funded by the Ordinary Capital Resource, Special Funds Resources, and other sources, including reviewing withdrawal applications, confirming that expenditures are eligible, checking the completeness and accuracy of documentation and calculations, and ensuring that all applications comply with contract terms, relevant loan or grant documents, and ADB's regulations, procedures, and guidelines.

Ensure that all disbursement operations comply with ADB's policies and guidelines, including eligibility of expenditures, disbursement percentages, cost categories, use of advance funds, statement of expenditure procedures, refund of advances, and loan account closure.

Provide expert views and inputs on disbursement policies and guidelines and revisions of those, as needed, share knowledge with division's staff, other departments of ADB, cofinanciers and borrowers.

Participate in the implementation and enhancements of IT systems by providing suggestions for improving the systems and processes for the efficient operations; define the business requirement; and ensure the accuracy and reliability of the systems processes through User Acceptance Tests (UAT).

Contribute to efficient performance of loan and grant disbursement functions including acting as officer-in-charge for Resident Mission (RM) Disbursement Unit National Staff when requested, attend meetings on specific disbursement issues, provide detailed guidance to Executing Agencies and RM staff on disbursement procedures, policies and guidelines; and perform reviews of Statement of Expenditure procedure.

Review disbursement delegation to RMs; conduct disbursement seminars; review and comment on draft project documents on issues relating to loan and grant disbursements and undertake research.

Provide information requested by external auditors based on established guidelines and procedures.

Manage client relations and ensure response to requests from all partners.

Manage the work of the team by providing guidance and instructions.

Perform other tasks as assigned and reflected in annual workplan.

Qualifications

You will need:

Bachelor's degree in accounting, business administration, or finance; a Certified Public Accountant (CPA); preferably with Master's degree or equivalent.

At least 8 years of experience in disbursement, project administration, or related work experience in accounting or auditing in financial institutions, with at least 4 years supervisory experience.

In-depth knowledge of administrative and disbursement policies.

Working knowledge of international banking transactions relating to letters of credit transactions.

Proficiency in ADB standard and similar software programs used by multilateral development banks.

Written and verbal proficiency in English.

Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.

Staff who are currently under regular appointments will retain their regular appointment status.
