Job summary

Asian Development Bank seeks an IT Officer (IT Assurance) to lead IT general controls testing, SWIFT security reviews, and strengthen the IT control environment. The role requires coordinating external audits, updating IT policies, and guiding risk assessments within the Cybersecurity and Compliance Unit at ADB HQ in Manila.

You will oversee audits, collaborate with ITD staff and auditors, and drive governance improvements across IT operations, with strong emphasis on ICFR, ISO27001, and COSO

Qualifications

• Bachelor's degree in Information Technology, Business Administration, or Computer Science; preferably with advanced IT audit training.
• At least 8 years relevant work experience in IT audit, governance, risk and controls.
• Extensive experience in leading IT controls reviews using Sarbanes-Oxley, SSAE, and SWIFT security frameworks as applied in an enterprise environment.
• With experience in GRC tools, IT processes, and controls.
• Strong working knowledge of COSO, NIST, PMBOK, SWIFT CSCF, ISO27001, and ITIL.
• Applicants with CISA, CRISC, PMP, or other IT certifications are preferred
• Must be able to relate to large information-based organizations and be comfortable dealing with senior executives
• Experienced in tools such as Office365 applications and Power BI.
• Strong analytical skills, attentive to details, and methodical with work.
• Written and verbal proficiency in English.

Responsibilities

• Lead and provide oversight of external audit activities and controls testing within ITD (e.g., IT general controls, ISO 27001, SWIFT controls, Cybersecurity Maturity Assessment).
• Lead planning and stakeholder engagement between external auditors and ITD staff to ensure audits are completed effectively.
• Coordinate with CTL on prioritization for systems in scope for ICFR controls testing.
• Streamline risk and control matrices according to relevant frameworks and IT control changes.
• Provide SME on ICFR, ISO27001 audits, and related IT controls security reviews.
• Review work papers and outputs of service providers for accuracy and completeness.
• Manage execution and reporting to IT Management of external audit activities and controls testing; manage vendor performance.
• Recommend improvements to enhance IT control maturity and mitigate control gaps.
• Lead updates to ADB IT Policies and Operations Manual; coordinate AO 4.05 updates.
• Oversee IT policies development and standardization; facilitate annual reviews to keep policies current.
• Lead the administration of the evidence collection tool, including user access management and configuration oversight; develop and maintain dashboards and reports.
