Job summary

Asian Development Bank (ADB) invites qualified professionals to join its Manila headquarters as Senior Financial Control Officer in the Loan Administration Division. You will oversee disbursement operations for sovereign loans and grants, ensuring compliance with contracts, policies and guidelines.

You will lead a small team, coordinate with executors and borrowers, support IT system enhancements, and provide expert guidance on disbursement procedures.

Qualifications

• Bachelor's degree in accounting, business administration, or finance; a CPA; preferably with Master's degree or equivalent.
• 8+ years of experience in disbursement, project administration, or related work in accounting or auditing in financial institutions, with at least 4 years supervisory experience.
• In-depth knowledge of administrative and disbursement policies.
• Working knowledge of international banking transactions relating to letters of credit transactions.
• Proficiency in ADB standard and similar software programs used by multilateral development banks.
• Written and verbal proficiency in English.
• Demonstrated experience collaborating in cross-cultural and diverse teams.

Responsibilities

• Oversee the processing of withdrawal applications for sovereign loans and grants, ensuring eligibility and compliance with contract terms and guidelines.
• Ensure all disbursement operations comply with ADB policies and guidelines.
• Provide expert views on disbursement policies and revisions; share knowledge with staff and partners.
• Participate in IT system enhancements; define business requirements and conduct UAT.
• Lead/coordinate the RM Disbursement Unit during assignments; guide Executing Agencies and RM staff on procedures.
