Job summary

MediCard Phils., Inc. is seeking a Compliance Officer to lead the Company's Compliance Risk Management Framework and provide independent governance across business units, management and Board committees. The role ensures compliance with laws and regulatory expectations for HMOs in the Philippines.

Responsibilities include maintaining governance structures, regulatory oversight, AML/CBC, data privacy, conduct and culture, policy governance, and reporting to senior management and boards.

Responsibilities

• Lead the implementation and continuous enhancement of the Company's Compliance Risk Management Framework.
• Establish and maintain a robust compliance governance structure aligned with regulatory expectations and industry’s best practices.
• Serve as the second-line compliance oversight function across all business units and support functions.
• Provide effective challenge and independent review of compliance risks, control effectiveness, and remediation activities.
• Identify emerging compliance risks and advise management on appropriate mitigation strategies.
• Support the Head of Risk and Compliance in developing the organization's compliance strategy, annual compliance plan, and key compliance initiatives.
• Maintain oversight of compliance with regulatory requirements governing HMOs and healthcare organizations.
• Monitor and assess new and evolving laws, regulations, circulars, advisories, and supervisory expectations.
• Lead regulatory impact assessments and coordinate implementation plans across business units.
• Act as a key point of contact during regulatory examinations, inspections, audits, inquiries, and thematic reviews.
• Establish processes to ensure timely and accurate submission of regulatory reports and disclosures.
• Advise senior management on regulatory developments, enforcement trends, and potential compliance implications.
• Oversee Anti-Money Laundering and Anti-Bribery/Corruption frameworks and related risk assessments.
• Drive ethics, conduct, and culture initiatives; review conflicts of interest and whistleblowing policies.
• Provide oversight of data privacy and information governance, monitor privacy regulations, and advise on remediation actions.
• Develop and execute a risk-based Compliance Monitoring Plan; oversee testing and remediation.
• Prepare compliance reports and dashboards for Executive Leadership, Board Risk Committee, and Board Audit Committee.
• Lead policy governance, regulatory affairs, and enterprise-wide training to foster accountability for compliance risk management.
• Mentor and develop compliance professionals and build company-wide awareness of compliance obligations.
