Job summary

ACEN is seeking a seasoned security professional to oversee the administration and implementation of security across project sites. You will lead risk assessments, design tailored security plans, and coordinate with stakeholders to mitigate threats while upholding regulatory compliance.

You will supervise the security team, manage budgets, and ensure integration with PMT and law enforcement as needed to maintain a resilient security posture.

Qualifications

• Conduct periodic risk assessments to identify threats and vulnerabilities, update security plans and mitigation measures.
• Develop and implement ACPs and coordinate visitor management to enhance security.
• Formulate and enforce policies and procedures to ensure regulatory compliance.
• Lead and manage the security team and supervise day-to-day operations.
• Collaborate with National and Regional law enforcement and regulatory agencies.
• Develop incident response protocols and manage crisis and incidents.
• Support PMT and coordinate logistics for foreign consultants.
• Develop and manage the security budget and conduct risk mapping.

Job description

Responsible for administration and implementation of the security operations of project sites to ensure the safety and security of personnel equipment and materials. This role involves developing security strategies, managing security and coordinating with various stakeholders to mitigate risks. It also ensures compliance with security regulations and promotes a culture of security throughout the organization.

1. Security Management

• Conduct periodic risk assessment to identify potential threats and vulnerabilities, update security plans accordingly and recommend mitigation measures.
• Design and implement security plan tailored to each construction project.
• Recommend, develop, and implement comprehensive security strategies and programs aligned with organizational objectives.
• Collaborate with executive leadership to integrate security measures into overall business strategies to foster a security-conscious environment.

2. Access Control and Patrol System

• Develop and implement Access Control Procedure (ACP), ensuring full monitoring and recording of people, equipment, mobility and materials during ingress and egress.
• Coordinate visitor management protocols to enhance security.
• Recommend proper location of CCTV system and lightings to maximize its usage as part of security detection system.
• Collaborate with the PMT to ensure that perimeter security design and structure are within industry standards to reduce vulnerability and security gaps.

3. Policy Development

• Formulate and enforce policies and procedures to ensure compliance with relevant laws, regulations and company policies.
• Keep abreast with current industry practices and standards to enhance existing security posture by regular review and updating of security policies and procedures to adapt to changing environments.

4. Security Administration

• Develop a system to supervise the day-to-day security operations of all projects and inform the management of current and emerging security threats and trends.
• Lead and manage the security team by providing constant guidance and support to ensure continuous assessment of a project.
• Align with the project management team determining appropriate facilities and warehousing location, personnel billeting including travel arrangements, particularly for foreign consultants.
• Recommend appropriate access control procedures for all employees, consultants, contractors and other stakeholders.

5. Networking and Collaboration

• Work closely with other departments to integrate security measures into business processes.
• Serve as primary liaison with National and Regional law enforcement units and regulatory agencies on security matters.
• Establish rapport with all security stakeholders and incorporate regular relation maintenance.

6. Crisis and Incident Management

• Develop and implement incident response protocols for security breaches and emergencies.
• Coordinate responses with other departments and ensure proper reporting and documentation.
• Review, test and update emergency response and incident management plans by conducting drills and simulation exercises as contingencies preparation.

7. PMT Support

• Provide executive protection detail to high-profile guests, corporate executives and key personnel during travel, meetings and public appearance to high-risk areas including management visits in remote project sites.
• Assist other corporate units in implementing security protocols during special corporate events, community activities or stakeholders’ engagement.

8. Resilience Program and Resource Management

• Develop and manage the security budget, conduct service providers’ contract review, ensuring efficient and effective allocation of resources.
• Conduct security hazard mapping of all project sites, both through third-party consultants and site security personnel evaluate priorities and recommend security countermeasures incorporating technologies and proven solutions.
