Job description

The Scrum Master acts as Program Manager and the operational orchestrator and metric guardian accountable for driving end-to-end execution, framework compliance, and value delivery across the Strategic Initiatives Tribe. Operating at the intersection of enterprise strategy and agile execution, this role leads complex, cross-functional programs across Delivery, Operations, and Organizational Transformation domains.

The Scrum Master will guard key delivery metrics (On-Time Delivery, Velocity, Throughput, Cycle Time), manage program interdependencies, enforce quality control gates, and maintain clean telemetry data. Co-piloting alongside Initiative Owners (Strategic Co-Pilots) and Squad Leads (Tactical Co-Pilots), the Scrum Master will insulate Initiative Owners (IOs) from administrative execution overload while steering cross-functional squads toward predictable, on-time outcomes.

KEY RESPONSIBILITIES

PORTFOLIO & AGILE FRAMEWORK COMPLIANCE

• Framework Adherence: Enforce full compliance with the enterprise Portfolio and Agile Delivery Framework across all squads, ensuring standard operating rhythms, sprint cadence, backlog structures, and gate reviews are rigorously maintained.
• Phase-Gate Governance: Execute strict phase-gate control reviews and clear Definition of Done to ensure readiness before advancing initiatives from ideation to active execution.
• JIRA Hierarchy & Data Standardization: Govern and audit the standard JIRA hierarchy (Initiative → Milestone → Solution Epic → Demand Epic → Non Functional Requirements or User Story) across all squad backlogs, ensuring complete data traceability and eliminating blind spots.

METRIC GUARDING, TELEMETRY & PERFORMANCE CONTROL

Core Metric Guarding: Actively monitor, guard, and drive the squad’s core Agile and Portfolio delivery metrics:

• On-Time Delivery (OTD): Track target milestone commitment vs. actual delivery dates across quarterly execution windows.
• Throughput & Velocity: Measure sprint-over-sprint completed story points and epic delivery rates to establish predictable delivery baselines.
• Flow Efficiency & Cycle Time: Diagnose lead time delays, WIP (Work-In-Progress) bottlenecks, and idle time from backlog intake to production release.
• Capacity Utilization: Maintain squad load within a sustainable 80%-90% capacity band, preventing team burnout and red-lined utilization.

Automated Executive Visibility: Partner with Value Realization Managers to feed real-time JIRA telemetry, eliminating manual status deck assembly for SteerCos.

STRATEGIC ALIGNMENT & BENEFITS REALIZATION

Chartering & Integrated Baselines: Lead program inception, define multi-year project charters, and establish integrated baselines (Scope, Schedule, Budget, Benefits) aligned with corporate strategic objectives.

Benefits Tracking: Partner with Value Realization Managers to monitor baseline shifts ("FROM → TO") and verify that shipped operational capabilities directly unlock targeted financial and capacity ROI or the expected committed benefits.

INTERDEPENDENCY, RISK & UNCERTAINTY GOVERNANCE

Cross-Entity Dependency Mapping: Map, track, and resolve complex interdependencies across cross-OpCo delivery streams, technical enablers, and vendor commitments.

Proactive Risk Management: Perform qualitative and quantitative risk assessments (Risk Register, Impact/Probability Analysis, Critical Path Analysis) to mitigate operational threats before they cause milestone slippage.

Issue Escalation & Unblocking: Act as the chief operational unblocker, driving rapid resolution of institutional friction alongside Squad Directors and senior management.

STAKEHOLDER STEERING & INITIATIVE OWNER SHIELDING

Co-Pilot Executive Shielding: Partner with the Lead Solutions Designers to absorb administrative execution, JIRA structure maintenance, and governance artifact creation.

Executive & Vendor Governance: Maintain transparent, high-impact engagement rhythms with Program Owners and SteerCos. Oversee external vendor procurement, SOW compliance, and partner delivery performance.
