Job summary

SMEC seeks an experienced HSE leader to develop and implement policies ensuring legal compliance with Philippine safety and environmental laws. You will drive risk assessments, incident investigations, and audits for major construction projects, building a proactive safety culture across multidisciplinary teams.

You will oversee emergency preparedness, environmental compliance, and stakeholder liaison, mentoring HSE personnel to achieve zero-harm targets and measurable KPI improvements.

Qualifications

• Bachelor's Degree in Engineering, Occupational Safety and Health or a related field.
• Minimum 10 years of progressive experience in Occupational Health, Safety, and Environmental Management.
• Must be a DOLE-accredited Safety Practitioner and/or Safety Consultant.
• Completion of the mandatory 40-Hour Basic Occupational Safety and Health (BOSH) training.
• Strong knowledge of local regulatory requirements and international HSE standards.
• Experience managing HSE requirements for large-scale construction and infrastructure projects.
• Familiarity with OSHA, ISO standards, and local construction safety regulations.
• Membership in recognized HSE professional organizations is preferred.
• Willing to accept Project-based status.

Responsibilities

• Develop, implement, and maintain Health, Safety, and Environmental (HSE) policies, procedures, and management systems.
• Ensure compliance with Philippine safety, health, and environmental laws, regulations, and client requirements.
• Ensuring the business is legally compliant with all health and safety legislation.
• Lead hazard identification, risk assessments, and the implementation of appropriate control measures.
• Oversee incident investigations, root cause analyses, and corrective and preventive action programs.
• Plan and conduct HSE audits, inspections, and compliance monitoring activities.
• Manage emergency preparedness programs, response plans, and emergency drills.
• Promote a positive safety culture through training, awareness campaigns, coaching, and leadership engagement.
• Monitor and report HSE performance metrics, trends, and KPIs to management.
• Manage consultant, contractor and subcontractor compliance with HSE requirements and safety standards.
• Ensure environmental compliance, including waste management, pollution prevention, and sustainability initiatives.
• Liaise with regulatory agencies, clients, and stakeholders on HSE matters.
• Lead, mentor, and develop HSE personnel to support organizational safety and environmental objectives.
• Drive continuous improvement initiatives to achieve zero harm, reduce risks, and enhance overall HSE performance.
• Support project and operational teams in maintaining safe, healthy, and environmentally responsible workplaces.
