Job summary

SMEC is seeking an experienced Planning Engineer to lead the preparation and review of project schedules across tender, consultancy and construction phases. You will coordinate with design, construction, commercial and contract teams to align programmes with project objectives and delivery strategies.

You will analyse productivity trends, track resources and materials, and produce reports for stakeholders, while mentoring junior staff and contributing to dispute resolution as planning subject

Qualifications

• Bachelor degree in Civil Engineering, Construction Management or related field.
• 5–8 years of experience in planning, scheduling or project controls.
• Proficiency in Primavera P6 and MS Project; AutoCAD Civil 3D knowledge is a plus.
• Strong organisational and analytical skills with attention to detail.
• Experience with marine, coastal or infrastructure projects desirable.

• Ensure schedules, progress updates and planning deliverables meet contractual obligations.
• Provide planning leadership and coordinate with design, construction, commercial and contract teams.
• Review contractor and consultant programmes, updates and recovery plans.
• Lead the preparation and review of progress, productivity and performance reports.
• Analyse productivity trends, resource use and material quantities to improve performance.
• Maintain schedule-related records and documentation for defensibility in claims.
• Identify schedule risks and provide early warnings to teams and clients.
• Review project records, identify gaps and ensure contemporaneous records are kept.
• Prepare and review contractual correspondence on planning, progress, delays.
• Lead delay and disruption analysis, including contractor entitlements.
• Perform forensic delay analyses for EOT claims.
• Lead the preparation of EOT assessments and expert planning reports.
• Provide technical guidance and mentoring to junior planning engineers.
• Participate in client meetings, progress reviews and dispute resolution as planning SME.

Key Responsibilities

• Lead the preparation, review, and updating of project schedules for tender, consultancy, and construction stages using Primavera P6 and MS Project, including development and evaluation of multiple 'what-if' scenarios to assess potential changes and their impacts.
• Ensure project schedules, progress updates, and planning deliverables comply with contractual obligations, project requirements, and industry best practices.
• Provide planning leadership and coordinate with design, construction, commercial, and contract administration teams to align project programmes with project objectives and delivery strategies.
• Review and validate contractor and consultant programmes, schedule updates, recovery plans, and associated submissions.
• Lead the preparation, compilation, and review of progress, productivity, and performance reports for internal and external stakeholders.
• Analyse productivity trends, resource utilisation, and material quantities to assess project performance and identify improvement opportunities.
• Establish and maintain robust schedule-related records and programme documentation to support defensibility in the event of claims, disputes, or arbitration proceedings.
• Identify, assess, and communicate schedule risks, opportunities, and potential delays, providing proactive recommendations and early warnings to project teams and clients.
• Review project records and documentation, identify gaps or weaknesses, and coordinate with project teams to ensure adequate contemporaneous records are maintained.
• Prepare and review contractual correspondence related to planning, progress, delays, and programme matters.
• Lead or undertake delay and disruption analysis, including assessment of contractor claims and entitlement under the contract.
• Perform detailed forensic delay analyses for Extension of Time (EOT) claims using appropriate industry-recognised methodologies.
• Lead the preparation of EOT assessments, delay analysis reports, expert planning reports, and supporting documentation.
• Provide technical guidance and mentoring to junior planning engineers and support the development of planning capability within the team.
• Participate in client meetings, progress reviews, claim discussions, and dispute resolution processes as the planning subject matter expert.

Key Qualifications, Knowledge, Skills & Experience

• Degree in Civil Engineering, Construction Management, or a related discipline.
• 5-8 years of relevant experience in planning, scheduling, or project controls, preferably in marine, coastal, or infrastructure projects.
• Proficiency in Primavera P6 and MS Project; knowledge of AutoCAD Civil 3D is an advantage.
• Basic understanding of contractual claims processes and delay analysis techniques.
• Strong organisational and analytical skills with attention to detail.
• Good written communication skills for drafting contractual correspondence and progress reports.
• Ability to work both independently and collaboratively within a team environment.
• Exposure to FIDIC or other standard forms of contract is desirable.
• Experience in delay analysis or involvement in EOT claim assessments is desirable.
• Familiarity with volume-based productivity tracking is desirable.
• Familiarity with coastal and reclamation works is desirable.
