Job summary

RecruitGo is hiring a Proposal Manager to lead government and commercial proposals in the clean-energy space. You will coordinate technical, program, finance, sales, and leadership to craft compliant, persuasive submissions, translate complex information, and develop win themes.

Responsibilities include end-to-end proposal management, scheduling, and content development across technical, management, pricing, and budgets.

Qualifications

• 5+ years in proposal development or management.
• Experience developing government and/or commercial proposals.
• Strong technical writing and editing skills.
• Experience managing multiple proposals simultaneously.
• Strong project coordination and deadline management.
• Cross-functional experience with sales, program, finance, marketing, and SMEs.
• Proficiency in MS Office and Adobe PDF.
• Understanding of clean energy or sustainability.
• Ability to work effectively across U.S. time zones.

Position Overview:

The Proposal Manager will lead government and commercial proposal development from solicitation analysis through final submission. The role will coordinate technical, program, finance, sales, and leadership teams to develop compliant, persuasive proposals for clean-energy programs.

Key Responsibilities:

Proposal Management

• Lead proposals end to end, from RFP/solicitation review through final submission.
• Develop proposal schedules, work plans, and submission timelines.
• Coordinate proposal activities across sales, program, finance, technical SMEs, and leadership.
• Manage multiple simultaneous proposal pursuits under tight deadlines.
• Maintain version control and proposal documentation.
• Ensure proposals comply with solicitation requirements, formatting, structure, and submission requirements.

Proposal Development & Writing

• Write and edit:
• Technical approaches
• Management approaches
• Staffing plans
• Past performance narratives
• Program methodologies
• Executive summaries
• Other proposal sections
• Translate technical and program information into clear, persuasive proposal content.
• Develop win themes based on client requirements and organizational capabilities.
• Coordinate reviews, comments, approvals, and final production.
• Ensure consistency across technical, management, pricing, and budget narratives.

Proposal Operations

• Maintain reusable proposal content and templates.
• Manage proposal content within Responsive or similar proposal management platforms.
• Support proposal pricing and budget development in coordination with finance.
• Maintain proposal libraries and past-performance materials.
• Track deadlines and deliverables across multiple pursuits.

Qualifications

• 5+ years of proposal development, proposal management, business development, or related experience.
• Demonstrated experience developing successful government and/or commercial proposals.
• Strong technical writing and editing skills.
• Experience managing multiple proposals simultaneously.
• Strong project coordination and deadline-management skills.
• Experience working with sales, program, finance, marketing, and technical SMEs.
• Strong knowledge of MS Office and Adobe PDF.
• Understanding of clean energy/sustainability is required.
• Can work effectively across all U.S Timezones.

Preferred

• Experience with U.S. government or utility procurement.
• Experience with state, municipal, or utility RFPs.
• Experience in clean energy, infrastructure, engineering, or utility industries.
• Experience with Responsive and/or Salesforce.
• Experience supporting proposal budgets/pricing.
• CF APMP, CAPM, or PMP.
• Experience at major engineering/consulting or clean-energy companies.
