Job summary

iScale Solutions is seeking an experienced Programme Manager to lead EU-funded innovation initiatives from the Philippines. You will develop strategic plans, monitor milestones, and oversee procurement schedules to deliver results.

The role focuses on ecosystem development, incubation, partnerships with corporates and BSOs, and open innovation with European EO providers. Strong budgeting, staff supervision, and stakeholder engagement are essential.

Qualifications

• Experience: At least 7 years in innovation ecosystem development, digital entrepreneurship, incubation/acceleration programmes, or corporate partnerships.
• Programme Management: Proven experience in action planning, budgeting, partnership management, and supervising staff or teams.
• Service Provider Management: Experience drafting Terms of Reference, managing procurement or selection processes, and overseeing contracts and deliverables.
• Stakeholder Engagement: Ability to manage partnerships involving government institutions, corporates, start-ups, and BSOs.
• Technical Understanding: Knowledge of Earth Observation, geospatial data, and their business applications is an advantage.
• Additional Assets: Experience with EU-funded or donor-funded projects, EU procurement and grant mechanisms, the space sector, or Southeast Asia.
• Languages: Excellent written and spoken English; French is an asset.

Responsibilities

• Strategy and Coordination: Develop and monitor action plans, milestones, procurement schedules, and delivery targets.
• Ecosystem Development: Assess private-sector needs and oversee engagement with start-ups, corporates, and BSOs.
• Incubation and Entrepreneurship: Manage incubation and capacity-building programmes, including start-up support and networking.
• Corporate Partnerships and Open Innovation: Build EU–Philippines partnerships and organise workshops and matchmaking.
• Service Provider Management: Develop TOs, specifications, budgets, and oversee procurement and contracts.
• Team and Budget Management: Supervise staff and monitor expenditure; report progress and risks.
• Reporting and Stakeholder Engagement: Coordinate with project leadership and stakeholders on monitoring and communication.
