Job summary

iScale Solutions in Makati, Philippines is seeking a senior procurement, grants, and logistics leader to oversee international operations and complex tenders.

The role focuses on building compliant processes, managing diverse teams, and coordinating with donors, project teams, and finance to deliver infrastructure projects on time and within budget. Strong experience with EU/World Bank procedures and French language are advantageous.

Qualifications

• Master’s degree in a relevant field as stated.
• 8+ years in procurement, contract management, and/or grants management.
• Experience with donor-funded or international cooperation projects preferred.
• Knowledge of import, logistics, and international trade (Incoterms, customs).
• Familiarity with EU, AFD, or World Bank procedures; Philippines/SE Asia experience; French a plus.
• Fluency in English; French is an advantage.

Responsibilities

• Supervise procurement, grants, and logistics staff and allocate workloads.
• Coordinate procurement plans and manage high-value tenders.
• Oversee contract preparation, evaluation, awards, and renewals.
• Supervise calls for proposals, grant agreements, monitoring, and closure.
• Oversee procurement and importation of infrastructure equipment with suppliers and brokers.
• Supervise travel, missions, events, and office logistics.
• Ensure audit-ready procurement and grant files; manage risks.
• Develop procedures, templates, and tracking systems to improve workflows.
• Collaborate with project teams, finance, legal, donors, suppliers, and beneficiaries.
