Job summary

iScale Solutions, Inc. in the Philippines is seeking a Procurement Officer to oversee procurement procedures and contract follow-up for EU projects.

You will ensure donor compliance, internal controls, and coordination with project teams to meet timelines and budgets. The role requires a minimum of 5 years in procurement, strong English communication, and experience with international purchasing and import processes.

Qualifications

• Bachelor’s or Master’s degree in procurement, law, business administration, logistics, public administration, or a related field.
• At least 5 years of relevant experience in procurement, purchasing, or contract management.
• Experience managing end-to-end procurement files, including high-value tenders, evaluations, contracts, and audit documentation.
• Practical experience with international procurement and importing ICT, telecommunications, computing, or infrastructure equipment.
• Knowledge of Philippine import and customs procedures, Incoterms, shipping documentation, freight, insurance, and customs clearance.
• Good knowledge of procurement procedures, contract management, donor compliance, and evaluation methods.
• Ability to translate technical requirements into clear procurement documents and manage multiple files and deadlines.
• Proficiency in Excel and standard office applications; procurement tracking tools are an advantage.
• Strong organisation, attention to detail, integrity, initiative, and problem-solving skills.
• Excellent written and spoken English; French is an asset.

Responsibilities

• Procurement Planning: Review procurement requests, clarify needs with project teams, update procurement plans, identify risks or delays.
• Procurement Procedures: Prepare and launch requests for quotations and tenders; draft terms of reference, technical specifications, evaluation grids, and contractual documents.
• Evaluation and Award: Coordinate supplier consultations, due diligence, evaluation committees, evaluation reports, and award recommendations.
• Contract Management: Prepare contracts, purchase orders, and amendments; monitor deliverables, deadlines, supplier performance, and payment milestones.
• Supplier and Market Follow-up: Conduct market research, maintain supplier relations, assess performance, support framework agreements.
• International Procurement and Imports: Support ICT, telecommunications, computing, or infrastructure equipment purchases, including shipping, customs clearance, import documentation.
• Compliance and Audit: Maintain procurement records, tracking tools, and audit-ready files; ensure traceability of decisions.
• Internal Coordination: Align procurement with budgets, payment requirements, timelines, and project needs.
