Job summary

iScale Solutions is seeking an EU-PH Digital Economy Package Innovation and Space Ecosystem Coordinator for a remote role. The position focuses on strategy, ecosystem development, incubation, and partnerships across Europe and the Philippines.

You will lead action plans, manage procurement and contracts, supervise staff, and engage with government, corporates, startups, and BSOs to meet EU requirements and project outcomes.

Qualifications

• 7+ years in innovation ecosystem development, digital entrepreneurship, incubation/acceleration programmes, or corporate partnerships.
• Proven programme management, action planning, budgeting, and partnership management experience.
• Experience drafting terms of reference, managing procurement or selection processes, and overseeing contracts.
• Ability to manage partnerships with government institutions, corporates, start-ups and BSOs.
• Knowledge of Earth Observation, geospatial data, and related business applications is a plus.
• Experience with EU-funded or donor-funded projects, EU procurement and grant mechanisms, the space sector, or Southeast Asia is an asset.
• Excellent written and spoken English; French is an asset.

Responsibilities

• Strategy and Coordination: Develop and monitor action plans, milestones, and delivery targets; identify risks and mitigation measures.
• Ecosystem Development: Assess private-sector needs, map innovation capabilities, and strengthen engagement with startups, corporates, and BSOs.
• Incubation and Entrepreneurship: Manage EO-focused incubation and capacity-building programmes, including training and start-up grants.
• Corporate Partnerships and Open Innovation: Build EU–Philippines partnerships, organize workshops and matchmaking activities, and oversee proof-of-concept projects.
• Service Provider Management: Develop TORs, specifications, budgets, and oversee provider selection and contracts.
• Team and Budget Management: Supervise staff, monitor expenditure, and report progress, results, and risks.
• Reporting and Stakeholder Engagement: Coordinate with project leaders and stakeholders; support monitoring and communication.
