Job summary

Create Synergies Inc. in the Philippines seeks an experienced People & Culture Development Manager to lead workforce development, organizational effectiveness, and capability-building initiatives in a remote-first organization.

You will align recruitment with staffing, oversee performance metrics, design upskilling programs, drive process improvements, ensure labor-law compliance, and nurture engagement, retention, and leadership pipelines across teams.

Qualifications

• 8–10 years of progressive experience in HR, People Operations, or organizational development.
• At least 5 years in a leadership or management role.
• Strong knowledge of Philippine labor laws and contractor compliance.
• Experience in data interpretation, performance scorecards, and operational analytics.
• Experience in coaching, training, and leadership development.
• Familiarity with Lean or Six Sigma process improvement is preferred.

Responsibilities

• Oversee the alignment of workforce needs across departments with recruitment and staffing functions.
• Interpret organizational performance scorecards and use workforce data to drive accountability and continuous improvement.
• Identify gaps in team performance and implement structured interventions.
• Design and deliver upskilling programs and development pathways for high-potential employees.
• Drive organizational structure and operational efficiency using Lean/Six Sigma methodologies.
• Ensure labor-law and contractor compliance and maintain HR process integrity.
• Lead employee engagement, culture development, retention, and performance management initiatives.
• Oversee compensation and benefits benchmarking and performance-based incentives.
• Support onboarding and offboarding, workforce planning, and contractor lifecycle management.
• Identify early indicators of attrition or burnout and implement retention strategies.
