We are seeking a strategic, results-driven Quantity Surveyor Head to lead our commercial function. In this pivotal role, you will strengthen cost governance, streamline commercial processes, and ensure the profitable delivery of our premier projects at scale.
Role Overview
The Quantity Surveyor Head is responsible for end-to-end commercial management, overseeing all cost-related functions across projects—from pre-contract strategy to final account closure.
This role serves as the commercial authority of the organization, partnering with Project, Design, Procurement, and Finance teams to drive budget discipline, margin protection, and risk mitigation.
Lead and manage the Quantity Surveying across multiple projects
Establish and enforce cost management frameworks, standards, and SOPs
Drive margin optimization strategies and cost efficiency initiatives
Provide commercial insights to support executive decision-making
Oversee preparation and review of:
Detailed cost estimates and BOQs (including MEPFS)
Tender documentation and bid submissions
Lead value engineering exercises to optimize project cost without compromising quality
Approve pricing strategies and bid evaluations
Provide expert oversight on Mechanical, Electrical, Plumbing, Fire Protection, and Sanitary systems costing
Ensure accuracy and completeness of MEPFS BOQs and procrement packages
Manage commercial risks specific to specialized building systems
Lead contract strategy, negotiation, and administration
Approve subcontractor and supplier selection from a commercial standpoint
Ensure compliance with contractual frameworks (FIDIC or equivalent)
Collaborate with:
Project Managers
Architects & Engineers
Finance & Procurement teams
Mentor and develop Junior and Mid-level Quantity Surveyors
Build a high-performance, accountable QS team culture
Develop and maintain:
Cost databases and benchmarking systems hand in hand with Purchasing Departmen
Standard reporting dashboards (cost, margin, cash flow)
Champion adoption of digital tools (Excel dashboards, PlanSwift, BIM 5D integration)
Drive continuous improvement in cost control processes and reporting accuracy
Bachelor’s Degree in Civil Engineering (preferred) or related field
Must be a Licensed Civil Engineer (PRC Board Passer)
6 to 10+ years of progressive experience in:
Quantity surveying
Commercial / cost management
Construction project delivery
Proven experience in leading QS teams or managing multiple projects
Strong exposure to MEPFS works and commercial fit-out projects is an advantage
Advanced expertise in:
Cost estimation and BOQ preparation
Cost control, forecasting, and reporting
Contract management and claims
Strong knowledge of:
Construction methodologies
Building systems and services (MEPFS)
Industry standards and codes
Advanced proficiency in:
Microsoft Excel (required – dashboards, cost models)
AutoCAD
PlanSwift or equivalent take-off tools
Strong commercial acumen and strategic thinking
Excellent leadership and team management capability
High-level negotiation and stakeholder management skills
Detail-oriented with strong analytical ability
Results-driven with a focus on profitability and execution excellence
