Job summary

COMMSEC INC. is seeking a QA/QC Civil Engineer to oversee quality planning, site inspections, and material testing for solar projects in Batangas.

The role ensures civil foundations, mounting structures, roads, drainage, and inverter pads meet design, quality, and regulatory standards. You will prepare PQP and ITP documents, perform inspections from excavation to handover, witness tests, record NCRs, and coordinate with EPCs and consultants.

Qualifications

• Bachelor’s Degree in Civil Engineering
• 2–5+ years total construction experience
• At least 2 years QA/QC for solar PV or heavy infra
• Knowledge of ISO 9001, ASTM, IEC standards

Responsibilities

• Quality Planning: Implement PQP, ITP, and method statements for solar civil installations.
• Site Inspections: Inspect excavation, piling, foundations, concrete pouring, MMS torque, and road works.
• Material Testing: Witness soil compaction tests, concrete cube/cylinder tests, and material approvals.
• Non-Conformance Control: Identify defects, issue NCRs, and track corrective actions.
• Documentation: Maintain ITRs, calibration logs, and as-built verifications.
• Stakeholder Coordination: Liaise with EPC contractors, PMs, and third-party consultants.

A QA/QC Civil Engineer for solar projects ensures that all civil infrastructure—such as module foundations, mounting structures, access roads, drainage, and inverter skid pads—complies with strict engineering designs, quality standards, and regulatory requirements.

Position Overview

The Quality Assurance/Quality Control (QA/QC) Civil Engineer oversees quality planning, daily site inspections, and material testing from excavation to final system handover on utility-scale or commercial solar farms.

Key Responsibilities

• Quality Planning: Implement Project Quality Plans (PQP), Inspection Test Plans (ITP), and method statements specific to solar civil installations.
• Site Inspections: Inspect excavation, piling/foundations, concrete pouring, torque verification of mounting structures (MMS), and road construction.
• Material Testing: Witness and document soil compaction tests, concrete cube/cylinder compression tests, and material approvals.
• Non-Conformance Control: Identify structural or civil defects, issue Non-Conformance Reports (NCRs), and monitor corrective action execution.
• Documentation: Maintain accurate quality records, including Inspection Test Records (ITRs), calibration logs, and as-built drawing verifications.
• Stakeholder Coordination: Liaise with EPC contractors, project managers, and third-party consultants to resolve quality bottlenecks.

Qualifications & Requirements

• Education: Bachelor’s Degree in Civil Engineering (Registered/Licensed Civil Engineer preferred).
• Experience: 2 to 5+ years of total construction experience, with at least 2 years focusing on QA/QC for solar PV or heavy infrastructure projects.
• Technical Knowledge: Familiarity with solar-specific tolerances (e.g., Module Mounting Structure alignments), soil mechanics, and concrete structures.
• Standards Compliance: Working knowledge of local building codes, ISO 9001 quality management systems, and international standards (ASTM, IEC).
• Soft Skills: Strong analytical capabilities, detail-oriented reporting in MS Office/Excel, and willingness to be deployed on remote site locations.
