IOM is seeking a qualified consultant to strengthen public health emergency operations in BARMM, focusing on OpCEN design, capacity building, and sustainability planning. The role involves close collaboration with MOH-HEMS and provincial partners to validate assessments and translate findings into actionable plans.

Qualifications

• Master’s or higher degree in Public Health, Emergency/Disaster Management, Health Systems/Operations, Biomedical or Systems Engineering, or related field.
• Ten years of relevant professional experience in public health or health emergencies is preferred.
• Experience with OpCEN, ICS, and multi‑agency emergency coordination is desirable.

Responsabilités

• Prepare and submit Consolidated Feedbacking Report with stakeholder priorities and actions.
• Develop OpCEN Sustainability Plans for MOH-HEMS and BARMM jurisdictions.
• Design and deliver guidance, mentoring, and capacity-building tools for DRRM‑H and OpCEN teams.
• Coordinate with MOH‑HEMS, DOH‑HEMS, and provincial counterparts to validate findings and recommendations.
• Ensure timely reporting and documentation for all deliverables.
