Introduction
Established in 1951, IOM is a Related Organization of the United Nations and the leading UN agency in the field of migration. Working closely with governmental, intergovernmental and non-governmental partners, IOM promotes humane and orderly migration for the benefit of all. It saves lives and protects people on the move, drives solutions to displacement, and facilitates pathways for regular migration, while providing services and advice to governments and migrants.
IOM is committed to fostering a respectful, inclusive and supportive workplace where all employees can thrive professionally and feel valued. By creating such an environment, IOM aims to better harness the full potential of migration and strengthen its support to people on the move.
The International Organization for Migration (IOM)’s health program in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) aims at strengthening the resilience and responsiveness of the region’s health system and improving access to healthcare, as part of the organization’s strategy to alleviate the driver of unwanted migration and to reduce health-related risks during displacements and migration cycle. IOM has implemented various health-related projects that contributed to better health outcomes in the BARMM.
IOM’s project “Building Resilience through Inclusive Governance and Healthcare Transformation in BARMM (BRIGHT-BARMM), funded by Korea International Cooperation Agency (KOICA), aims to enhance the local capacity of Ministry of Health (MOH) and its provinces and cities/municipalities, to pursue key and cross-cutting reforms in health systems. It will strengthen Health Systems (HS), particularly in areas of health governance and leadership, financing, and data and information, to provide a more conducive setting for implementing Safe Motherhood (SM), Adolescent Reproductive Health (ARH), and Global Health Security (GHS) programs.
One of the focuses of the GHS component is to strengthen the BARMM’s regional and provincial health emergency and disaster response, coordination, and management. IOM will equip and enhance Emergency Operations Center (OpCEN); provide technical assistance and training to frontline workers on maintaining and running OpCEN; and, assist in embedding OpCEN establishment and management to local disaster response and management plans, reinforcing harmonised approach to health-related emergencies in line with global and national standards. IOM will hence engage an expert on Public Health Emergency Operations to facilitate regional and provincial levels of feedback activity and provide technical guidance on the sustainability and enhancement of OpCEN operations across BARMM and Sulu Province.
Under the overall guidance of the Head of Sub-Office in Cotabato City, direct supervision of the National Health Programme Coordinator, and in collaboration with the technical leads. The successful candidate will prepare and submit a Consolidated Feedbacking Report documenting the results of the feedbacking sessions conducted with MOH-HEMS and stakeholders from Basilan, Sulu, and Tawi-Tawi. The report shall include a comprehensive summary of the stakeholder feedback, relevant discussions, identified priorities, and agreed priority actions for strengthening DRRM-H and OpCEN systems. The consultant will also document the outcomes of the technical guidance and mentoring sessions, including key discussions, recommendations, agreed action points, and capacity-building interventions. In addition, the consultant will facilitate the development and validation of OpCEN Sustainability Plans for MOH-HEMS, Basilan, Sulu, and Tawi-Tawi, outlining strategies and priority actions to support the sustained operationalization, management, and maintenance of OpCEN facilities, systems, equipment, and human resources. The report will serve as a reference document to guide future planning, resource mobilization, institutionalization efforts, and investments aimed at strengthening health emergency preparedness and response capacities across BARMM.
The consultancy aims to provide technical expertise in public health emergency operations to facilitate the feedbacking and validation of DRRM-H and OpCEN assessment findings, strengthen the capacity of regional and provincial stakeholders to operationalize and sustain Health Emergency Operations Centers, and support the development of sustainability plans and recommendations that will enhance health emergency preparedness, response, and coordination capacities across BARMM, including Basilan, Sulu, and Tawi-Tawi.
