Responsibilities

• Oversees and manages TESDA Provincial Office operations and activities, aligning with mandate, goals, and quality standards; directs program implementation and staff/resource management; ensures compliance and delivers TVET services within the province.
• Establishes and sustains partnerships with LGUs, industry partners, NGOs, and academic institutions; builds consensus and formal agreements for program support and resource mobilization.
• Directs formulation, review, and implementation of local policies and guidelines; identifies HR priorities and ensures alignment with national directives.
• Leads planning, design, and coordination of programs based on provincial needs and TESDA goals; facilitates stakeholder consultations and evidence-based planning.
• Supervises execution of approved plans, develops procedures, oversees processes, delegation, compliance monitoring and reporting.
• Speaks to the organization and operation of the Provincial Technical Education and Skills Development Committee (PTESDC); leads multi-stakeholder engagement and inclusive governance.
• Monitors outputs and evaluates outcomes using performance metrics and feedback; identifies gaps and recommends improvements with timely reporting.
• Leads efforts to build a high-performing, ethical workforce; focuses on performance management, staff development, coaching, well-being, teamwork and innovation.
