We are seeking an experienced Proposal Manager with strong U.S. Federal Government contracting and proposal development experience to lead the planning, development, coordination, and submission of competitive proposals in response to federal solicitations. The Proposal Manager will manage proposal activities from solicitation release through final submission, ensuring compliance with solicitation requirements, deadlines, and company standards.
The ideal candidate has experience supporting DoD, DHS, civilian agencies, or other federal government customers and is highly skilled in managing proposal teams, developing compliant proposal responses, coordinating technical and management volumes, and working with capture managers, subject matter experts, program managers, pricing teams, and subcontractor/teaming partners.
Key Responsibilities
- Lead the end-to-end proposal development process for federal government solicitations, including RFPs, RFQs, RFI responses, Sources Sought notices, task orders, BPAs, and IDIQ opportunities.
- Review solicitations, amendments, attachments, PWS/SOW/SOO, evaluation criteria, instructions to offerors, and contract requirements.
- Develop and maintain the Proposal Development Plan (PDP), proposal schedule, compliance matrix, action-item tracker, and proposal outline.
- Coordinate proposal kickoff meetings, color-team reviews, storyboards, solutioning sessions, and proposal status meetings.
- Manage proposal content development across technical, management, staffing, past performance, corporate experience, transition, and other required volumes.
- Work closely with Capture Managers, Program Managers, SMEs, Contracts, Finance, Pricing, Recruiting, and Executive Leadership to ensure proposal content is accurate, compelling, and compliant.
- Develop and maintain Compliance Matrices to ensure all solicitation requirements and evaluation criteria are addressed.
- Coordinate and manage responses from subcontractors, teaming partners, and consultants.
- Review proposal content for compliance, consistency, clarity, accuracy, and responsiveness to customer requirements.
- Identify proposal gaps, risks, and deficiencies and coordinate corrective actions with the appropriate stakeholders.
- Manage proposal reviews, including Pink Team, Red Team, Gold Team, and final production reviews, as applicable.
- Support development of Executive Summaries, Technical Approaches, Management Approaches, Staffing Plans, Organizational Charts, Transition Plans, and Key Personnel sections.
- Coordinate with pricing personnel to ensure pricing assumptions, labor categories, staffing, and technical approaches are aligned.
- Ensure resumes, past performance references, corporate experience, and other supporting documentation meet solicitation requirements.
- Manage proposal production, formatting, version control, file organization, and final submission requirements.
- Ensure proposals are submitted accurately and on time through applicable government portals such as SAM.gov, PIEE, eBuy, and agency-specific systems, as required.
- Maintain proposal lessons learned, templates, libraries, boilerplate content, and other reusable proposal resources.
- Support post-submission activities, including clarification questions, discussions, revised proposals, and proposal debriefings.
- Maintain awareness of federal procurement regulations, solicitation trends, and customer requirements.
Required Qualifications
- Bachelor's degree in Business, Communications, English, Marketing, Project Management, or a related field; equivalent professional experience may be considered.
- 5+ years of experience managing or coordinating proposals for U.S. Federal Government contracts.
- Demonstrated experience with federal solicitations, including RFPs, RFQs, task orders, IDIQs, BPAs, and/or GWACs.
- Strong understanding of federal proposal requirements, solicitation instructions, and evaluation criteria.
- Experience managing multiple proposal deadlines and coordinating cross-functional proposal teams.
- Strong technical writing, editing, proofreading, and communication skills.
- Demonstrated ability to translate complex technical and programmatic information into clear, compelling proposal content.
- Experience developing compliance matrices and proposal schedules.
- Strong organizational and project management skills with the ability to manage competing priorities.
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
- Ability to work effectively with senior leadership, SMEs, technical staff, recruiters, pricing teams, and external teaming partners.
Preferred Qualifications
- Experience supporting Department of Defense (DoD), Department of the Navy, NAVSEA, ONR, DHS, VA, GSA, or other federal agencies.
- Experience with SeaPort-NxG, OASIS+, GSA MAS, CIO-SP3/CIO-SP4, or other federal contract vehicles.
- Experience with Deltek GovWin, SAM.gov, BidLink, GovTribe, ClearPoint, or other federal business development/proposal tools.
- APMP certification or equivalent proposal management training.
- PMP or other project management certification.
- Experience supporting capture management and business development activities.
- Knowledge of FAR/DFARS and federal procurement processes.
- Experience managing proposals involving multiple subcontractors or teaming partners.
- Experience developing Work Breakdown Structures (WBS), staffing plans, organizational charts, labor category mappings, and pricing inputs.
Work Location: Remote – Philippines or India
This is a fully remote position. Applicants must be currently located in the Philippines or India and have a reliable internet connection and suitable home‑office environment to support U.S. Federal Government proposal activities.
The candidate must be able to work hours that provide sufficient overlap with the U.S. Eastern Time (ET) workday and be available for scheduled meetings, proposal reviews, and time‑sensitive deadlines as required.
