Job description

Objectives:

Procurement Officer is responsible for developing and executing procurement strategies that ensure the reliable, sustainable, and cost-effective supply of biomass feedstock required for continuous bioenergy plant operations while managing procurement activities for operational, maintenance, and capital project requirements.

This position plays a critical role in securing long-term biomass supply and plant operations requirements through strategic sourcing initiatives, market intelligence, supplier development, and demand planning. Working closely with Operations, Plant Management, Logistics, Finance and external suppliers, the Procurement Officer ensures sufficient biomass availability, optimized inventory levels, on-time delivery and/or service completion, and competitive procurement cost while mitigating supply chain and operational risk.

Responsibilities:

Strategic Sourcing & Biomass Procurement

• Develop and execute biomass sourcing strategies to ensure continuous fuel supply for plant operations.

• Identify, evaluate, and onboard biomass suppliers, aggregators, traders, and plantation partners.

• Conduct supplier market intelligence and supply risk assessments.

• Lead commercial negotiations for biomass supply agreements, pricing structures, and logistics services.

• Establish long-term sourcing arrangements to ensure supply security and cost stability.

• Support sustainability and traceability initiatives for biomass procurement.

Biomass Supply Planning

• Develop monthly, quarterly, and annual biomass procurement plans based on plant consumption forecasts.

• Coordinate with Operations, Logistics, and Finance teams to align biomass requirements with business objectives.

• Monitor biomass inventory levels and maintain safety stock targets.

• Analyze seasonal availability, pricing trends, weather impacts, and supply risks affecting biomass procurement.

• Implement contingency sourcing plans to address supply disruptions.

Procurement Operations

• Manage end-to-end procurement processes including RFQs, tenders, supplier evaluation, purchase orders, and contracts.

• Procure operational, maintenance, and project-related materials and services.

• Ensure timely issuance of purchase orders and supplier follow-up.

• Track order status and delivery performance.

Supplier Relationship Management

• Conduct supplier performance reviews and scorecard assessments.

• Develop strategic partnerships with key biomass suppliers and service providers.

• Resolve supplier performance issues related to quality, delivery, and contractual obligations.

• Identify opportunities for supplier development and supply chain optimization.

Cost Optimization

• Identify cost-saving and value-improvement opportunities across biomass sourcing and procurement activities.

• Analyze Total Cost of Ownership (TCO) including transportation, handling, storage, and processing costs.

• Support annual budgeting and forecasting activities.

• Monitor commodity and transportation cost trends.

Compliance & Sustainability

• Ensure procurement activities comply with company policies and ethical sourcing standards.

• Maintain complete procurement documentation and supplier records.

• Support ES&HS, sustainability, and regulatory compliance requirements related to biomass sourcing.

• Participate in internal and external audits.

Reporting & Analytics

• Prepare procurement and biomass supply reports for management.

• Monitor procurement and supplier KPIs.

• Track biomass inventory coverage, supplier performance, and sourcing effectiveness.

• Perform spend analysis and identify strategic sourcing opportunities.

Feasibility Study

• Provide proper costing of biomass, CAPEX, and OPEX during feasibility stage in coordination with Business Development, Execution, and Operations.

Requirements:

Key Experiences

• 3-5 years of relevant job experience in procurement, preferably related to manufacturing, construction, engineering. Good knowledge of biomass fuels and/or renewable energy / fuels is a significant benefit

• Understanding of drafting, negotiating and executing contracts

• Relevant education (Degree in Bachelor), such as technical or business-related studies

• Candidate must be computer literate

• Native speaker of Tagalog. Advanced level of English, both written and spoken

• Ability to travel, mostly domestically
