The ideal candidate has 10+ years of telecom engineering and offshore delivery leadership with hands-on experience in GIS, AutoCAD, IQGeo, and ArcGIS. You will partner with U.S.

Qualifications

• 10+ years of telecom engineering or offshore delivery leadership.
• Proven track record scaling offshore delivery centers (Philippines/India).
• Strong background in preproduction workflows, permitting, and QC.
• Hands-on familiarity with OSP design platforms (GIS, AutoCAD, IQGeo, ArcGIS).
• Experience supporting FTTH and wireless programs.

We are seeking an Offshore Engineering Manager / Director to stand up and operationalize our offshore engineering center in the Philippines. This is not a traditional back-office role—we need an operational leader who understands OSP design, telecom systems, and quality control, and who can drive delivery across wireline and wireless programs.

Key Responsibilities

• Operationalize the Center: Help stand up, scale, and lead our offshore engineering center in the Philippines.
• Team Building & Hiring: Partner with HR and U.S. leadership on sourcing, interviewing, and selecting top-tier OSP Designers, OSP Engineers, and technical resources.
• Delivery & Execution: Build delivery workflows, quality standards, and accountability structures aligned with major U.S. telco/FTTH program requirements.
• Cross-Border Alignment: Partner directly with U.S.-based operations leadership on ramp plans, capacity management, and throughput targets.
• Risk Mitigation: Proactively manage common offshore operational risks, including attrition, training gaps, and delivery inconsistency.
• Program Expansion: Scale delivery capabilities beyond core wireline/fiber initiatives into broader telecom client programs, including wireless.

Qualifications & Experience

• 10+ years of experience in telecom engineering, OSP design, fiber design, wireless, or global offshore delivery leadership.
• Proven track record scaling offshore/global delivery centers (specifically in the Philippines, India, or similar environments).
• Strong technical background in telecom engineering preproduction workflows, permitting, and quality control.
• Hands‑on familiarity with OSP design platforms such as GIS, AutoCAD, IQGeo, ArcGIS, or equivalent tools.
• Demonstrated experience supporting major telco fiber-to-the-home (FTTH) and wireless program environments.
• Exceptional leadership, communication, and cross-functional partner management skills.
