Design Manager – Fiber Optic Networks

Job Summary

The Design Manager is responsible for leading the planning and design of fiber optic network infrastructure, including FTTH and FTTx deployments. The role oversees OSP design teams, ensures compliance with industry standards, and coordinates with project management, construction teams, and external stakeholders to deliver high-quality, cost-effective network designs.

Key Responsibilities

• Lead and manage the OSP design team responsible for aerial and underground fiber network designs.
• Oversee the design of FTTH, FTTx, backbone, and distribution fiber networks.
• Ensure design deliverables meet project scope, schedule, and quality standards.

Project Coordination

• Work closely with project managers, planners, and construction teams to align design outputs with project timelines.
• Coordinate with utility companies, municipalities, and permitting agencies for design approvals and compliance.
• Provide technical guidance to resolve design challenges during construction and deployment.

Technical Oversight

• Review and approve construction drawings, route maps, splice diagrams, and bill of materials (BOM).
• Ensure adherence to industry standards and safety regulations, including OSHA and NESC.
• Oversee make-ready engineering (MRE) and pole loading analysis.
• Validate the use of GIS and CAD tools for accurate network design documentation.

Planning and Cost Control

• Support project planning through cost estimation, design optimization, and material forecasting.
• Review as-built documentation to ensure accurate updates to network records and databases.
• Identify opportunities to improve design efficiency, standards, and workflows.

Team Management

• Manage, mentor, and develop OSP designers and engineers.
• Conduct design reviews, performance evaluations, and technical training.
• Implement design standards, templates, and quality control processes.

Qualifications

• Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, or related field.
• 5–10+ years of experience in fiber optic network design or OSP engineering.
• 2–5 years of leadership or team management experience.
• Strong knowledge of FTTH/FTTx network architecture and fiber optic infrastructure.
• Experience with aerial and underground fiber network design.

Technical Skills

• Proficiency in GIS, CAD, and telecom network design tools.
• Knowledge of make-ready engineering, pole loading analysis, and utility coordination.
• Ability to review civil, utility, and right-of-way drawings.
• Experience with fiber network documentation, splicing design, and material planning.

Preferred Skills

• Experience working with large telecom deployments or nationwide fiber rollout projects.
• Familiarity with telecom standards and permitting processes in the Philippines.
• Strong leadership, communication, and stakeholder management skills.
