Job summary

World Food Programme seeks a Programme Policy Officer (Monitoring and Evaluation) to co-manage RAMs M&E workstream, coordinate data collection, and support policy advocacy in the Philippines. The role emphasizes building data quality, governance, and learning across WFP projects.

The incumbent will lead analyses, prepare reports for donors and country leadership, and collaborate with field offices to strengthen monitoring systems and tools.

Qualifications

• Advanced degree in economics, food security, statistics, data science, public health/nutrition, geography or related field.
• Bachelor’s degree plus years of experience may be considered in lieu of advanced degree.

Responsibilities

• Support RAM in developing and implementing M&E workstreams across programmes, including VAM, CBTs, gender, AAP and protection.
• Coordinate with Programme Unit to ensure M&E systems support transfer of food and cash to beneficiaries.
• Develop tools for monitoring and assessing food assistance needs using best practices.
• Lead data gathering and ensure quality standards across projects.
• Analyze data from assessments and prepare outputs for dissemination.
• Prepare data for annual country reports in COMET and other materials.
• Provide capacity-strengthening for staff and government partners in M&E and related fields.
• Represent WFP in coordination meetings with partners and stakeholders.
• Act in emergency response capacity as required.
