Job summary

Qualifications

• Master's degree or higher in a relevant field (economics, data science, nutrition, or geography).

Job purpose: The Programme Policy Officer (Monitoring & Evaluation) will be instrumental in ensuring the effectiveness and impact of WFP's programmes by developing and implementing robust monitoring, review, and evaluation plans. The officer will coordinate monitoring activities, co-manage evaluations, and build capacity for M&E strategies with government partners. By ensuring data quality and timeliness, and by providing regular alerts on performance indicators, this position will significantly contribute to informed management decision-making and position WFP as a reliable partner in humanitarian efforts.

Responsibilities: The Programme Policy Officer (Monitoring & Evaluation) plays a crucial role in ensuring the effectiveness of the World Food Programme's (WFP) humanitarian efforts. This position involves co-managing the monitoring, evaluation, and learning (MEL) workstream, developing and implementing robust MEL plans aligned with WFP's corporate standards. A key responsibility is generating quality evidence on beneficiaries' lives to inform policy, strategy, and program design. The role requires coordinating monitoring activities, co-managing evaluations, and supporting the development of MEL strategies with government partners. The officer will track progress against performance indicators, identify areas for improvement, and ensure data quality and timeliness through diligent follow-up. This includes facilitating the development of systems and tools for monitoring food assistance needs, analyzing data using statistical software, and preparing reports for various stakeholders. Capacity strengthening of WFP staff and government partners in MEL, food security analysis, and related areas is also a significant duty. Furthermore, the officer will represent WFP in coordination meetings, contribute to technical discussions, and potentially act in emergency response capacities. Supervision of M&E staff and ensuring alignment with WFP's values and policies are integral to the role.

Education: An advanced university degree (Master's or equivalent) in fields such as economics, food security, statistics, data science, public health/nutrition, or geography is required. Alternatively, a Bachelor's degree in a relevant field, combined with additional years of work experience and/or specialized training, may be considered as a substitute for an advanced degree.

Work experience: Requires one year of professional experience with a Master's degree, or three years with a Bachelor's degree. Experience should be in planning, programming, implementation, vulnerability analysis and mapping (VAM), and monitoring and evaluation of food and nutrition security programs. Familiarity with emergency operations and food security issues in regional and global contexts is highly preferred.
