Job summary

Relief International is seeking a Midterm Participatory Evaluation Consultant or consultancy firm for a 3-month engagement in Makati (Hybrid). The role will lead the evaluation of the Tanggol Kababaihan Action, coordinating with consortium partners and local stakeholders across implementation sites.

Qualifications

• Bachelor's degree in social sciences or related field.
• Minimum 5 years of experience leading baseline/midline/endline assessments.
• Expertise in gender-sensitive research, conflict analysis, and participatory methods.
• Familiarity with the Philippine NAPWPS and local governance structures.
• Proven ability to produce high-quality analytical reports.
• Strong coordination and facilitation with multi-stakeholder groups.
• Willingness to travel to project areas.

Responsibilities

• Design the evaluation scope, objectives, methodology, and data collection tools.
• Lead inception meetings with consortium partners and submit an inception report.
• Coordinate data collection and participatory activities with stakeholders.
• Analyze data and synthesize findings against the MEAL framework.
• Produce the Midterm Participatory Evaluation Report with recommendations.
