Job summary

Relief International is looking for a Monitoring, Evaluation, Accountability, and Learning (MEAL) and Reporting Officer to manage and evaluate programs in the Philippines. This role will ensure accountability, data quality, and effective reporting in compliance with donor requirements. The ideal candidate should have a Bachelor’s degree in related fields, extensive experience in MEAL, and fluency in Filipino and English. Responsibilities include preparing donor reports and implementing evaluation strategies for community initiatives.

Job Profile The MEAL and Reporting Officer ensures that RI Philippines’ programmes—particularly those under the ECHO‑funded ‘Assisting the Most Vulnerable Communities and Schools Affected by Complex Emergencies in Accessing Quality and Timely Humanitarian and Disaster Preparedness Services (ACCESS)’ initiative—are guided by evidence, accountable to communities, and continuously improving. The position implements project‑level MEAL activities in line with RI MEAL strategy, field systems, learning processes, and partner capacity strengthening to uphold RI’s quality standards and donor compliance. This role is also responsible for preparing donor reports.

Accountability and Complexity

• Applies MEAL processes and tools for the project and ensures tools, indicators, and methods are applied correctly and consistently.
• Reviews and analyses field data and shares findings to support project‑level decision‑making.
• Supports capacity building of staff and partners in using MEAL tools and following MEAL standards.
• Supports project learning by synthesising field results and helping the team improve activities.

Monitoring & Data Quality Management

• Supports the development and implementation of MEAL frameworks, Indicator Performance Tracking Tables (IPTTs), and data collection tools.
• Ensures routine monitoring of youth leadership activities, governance engagement, and peacebuilding initiatives with gender and inclusion lenses (GEDSI).
• Conducts Data Quality Assessments (DQA), validation spot‑checks, and mentors project and partner teams in Lanao del Sur.
• Compiles and analyses data to inform project reporting and decision‑making.

Evaluation and Assessment

• Coordinates baseline, midline, and endline studies measuring youth empowerment, civic participation, and peace outcomes in BARMM.
• Supports preparation of Terms of Reference (TORs) for evaluations and research, ensuring alignment with conflict‑sensitive approaches.
• Supports coordination with third‑party evaluators when required and ensures findings are shared with youth networks, LGUs, BARMM ministries, and CSO partners.

Accountability, PSEA & Feedback Mechanisms

• Supports the operation of Feedback and Response Mechanisms (FRM), using community dialogues, digital channels, and hotline pathways tailored to local contexts.
• Ensures secure, confidential, and survivor‑centred reporting pathways that link to RI safeguarding and PSEA focal points.
• Documents and tracks feedback trends from youth leaders, CSOs, LGUs, and communities; ensures timely resolution and response.

Learning, Reflection & Knowledge Management

• Facilitates learning workshops, after‑action reviews, reflection circles, and adaptive management sessions.
• Translates MEAL data into practice by supporting curriculum revisions, IEC improvements, and governance lobbying strategies for youth policy engagement.
• Documents success stories and lessons showcasing youth leadership in peace‑building and participatory governance.

Reporting, Evidence Use & Donor Compliance

• Produces evidence‑based MEAL reports, dashboards, and learning briefs for RI management, BARMM ministries, and donors.
• Provides analytical input into donor reports (e.g., outcomes, indicator progress, qualitative change stories).
• Supports compliance with donor and RI global standards, data protection requirements, PSEA guidelines, and ethical research protocols.

Data Protection, Ethics & Quality Standards

• Upholds informed consent, confidentiality, and safe storytelling—especially for minors, women, youth activists, and survivors of exploitation or conflict.
• Ensures MEAL activities apply Do No Harm, conflict‑sensitive principles, data privacy laws, and RI’s safeguarding policies.
• Regularly assesses risks of misinformation, political sensitivities, and unintended consequences in youth civic engagement programmes.

Risk Monitoring and Adaptive Management

• Tracks program assumptions, political dynamics, and security conditions affecting youth governance participation in BARMM.
• Provides evidence‑based recommendations when local dynamics require rapid programme adaptation.
• Flags protection, safeguarding, or contextual risks directly to RI’s Leadership and Safeguarding Team.

Safeguarding and Conduct

• Upholds and promotes RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities served.
• Ensures that behaviour inside and outside work promotes the values outlined in RI’s code of conduct and safeguarding policies.
• Consistent with RI’s safeguarding and protection policies, contributes to ensuring that all those who come into contact with Relief International staff and the communities served can be trusted to work safely with them.
• Ensures programme design adequately addresses safeguarding and protection standards.

Essential Criteria

• Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Administration, Community Development, or related fields. Master’s degree is an advantage.
• Minimum of three progressive years of experience in Monitoring and Evaluation (MEAL), preferably with INGOs and ideally in the Philippines.
• Experience applying MEAL tools and methods within humanitarian, development, or peace‑building programmes.
• Strong skills in data collection, analysis, and reporting.
• Fluency in Filipino and proficiency in Bisaya; excellent written and oral communication skills in English.
• Experience working in BARMM or with community‑based organisations in Mindanao.

Desirable Criteria

• Experience with cloud‑based MEAL tools (e.g., Kobo, DevAlto/LogAlto).
• Knowledge of donor reporting requirements and MEAL expectations in INGOs.
• Ability to contribute to research, learning, and evidence generation related to governance, peace‑building, and community engagement.
• Familiarity with operational issues in NGO programming.
